RFP SUMMARY:
To enter into an agreement with one (1) or two (2) General Contractors (Contractor) for general
construction services for a variety of construction projects within Larimer County.

The Board of Larimer County Commissioners will only be accepting proposals electronically submitted via the
Rocky Mountain E-Purchasing System (BidNet, BidNet Direct) portal, up to the date and time referenced
above, at which time they will be recorded, but not publicly opened on behalf of the Facilities Department.

1. GENERAL INSTRUCTIONS FOR PROPOSERS:
1.1 Artificial Intelligence (AI) Disclosure:
Portions of this solicitation may have been prepared or modified with the assistance of Artificial Intelligence (AI)
technologies. All such content has been reviewed, verified, and approved for accuracy and compliance by the
Purchasing Agent prior to issuance.
1.2 Cooperative Use
Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is
amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The
entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,
contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any
liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or
any government entity relating to such use.

Larimer County hereby notifies all Proposers they will be afforded full and fair opportunity to submit a Proposal

1.4 Payment:
Payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of
the invoice and satisfactory acceptance by the Department receiving the service or goods (unless otherwise
stated and agreed to by County).
1.5 Proposal Consideration:
Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or all
qualified proposers and to waive informalities and irregularities in proposals received, and to accept any
portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment
of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract
to companies located in Larimer County, however this is not applicable in the case that Federal funds are
used.
1.6 Proposal Preparation:
Proposers will not be compensated for generating, producing, or duplicating any proposal materials associated
with this RFP. Proposals must be furnished exclusive of any Federal, State, or Local taxes; Larimer County is
tax exempt.
1.7 Proposal Submission:
Proposers must be registered with BidNet in order to submit a proposal; registration is free. Larimer County
strongly recommends proposers register well in advance of the submittal deadline to ensure they have
adequate time to upload and submit their proposal.
It is the sole responsibility of the Proposer to ensure all required Proposal documents are submitted through
BidNet by the submission deadline. Proposals will be time-stamped by BidNet upon receipt; BidNet does not
allow for uploading or submitting Proposal documents after the Proposal submittals deadline has passed, so
allow adequate time to upload and submit your Proposal prior to the deadline. Larimer County will not accept
uploads that are “saved” but not “submitted”. To verify that a Proposal has been submitted successfully,
Proposers may contact BidNet Support, or verify, via the Proposal Management tab in the Proposer’s account,
that the documents are not in “Draft” status.
Proposers are required to submit one (1) non-redacted proposal. All parts of the proposal should be
combined and submitted as one (1) single .pdf file; proposals comprised of multiple separate files are
not acceptable and your proposal may be rejected.
By submitting a proposal, the proposer agrees they may not rescind their proposal on or after the closing date
and time identified in the RFP or as modified by addendum. No delivery will become due or be accepted until
an agreement has been completed either in the form of a formal executed contract, or a purchase order issued
by the Purchasing Manager of Larimer County. Prices and terms will remain in effect until a contract has
been executed.
1.8 Public Records:
Proposers may choose to also provide one (1) redacted .pdf proposal (as one single file), excluding any
information that is not subject to disclosure under the Colorado Open Records Act (“CORA”), such as trade
secrets, privileged information and confidential commercial, financial, geological or geophysical data exempt
from public disclosure under C.R.S. §§ 24-72-204(3)(a)(IV). Statements that the entire proposal is confidential
will not be honored. After the Notice of Award has been issued, all information submitted in response to this
request for proposal (RFP) may be publicly disclosed if required under the CORA. If provided, the redacted
electronic copy will be used to satisfy CORA requests. Proposers that do not provide a redacted electronic
copy will have their non-redacted electronic copy used to satisfy CORA requests. Larimer County will

endeavor to keep the non-redacted proposal, separate and apart from the redacted proposal subject to the
provisions of CORA or Order of Court.
1.9 Reasonable Accommodations:
Per the Americans with Disabilities Act (ADA), Larimer County will provide reasonable accommodation to
qualified individuals with a disability who need assistance. Services can be arranged with at least seven (7)

711. “Walk-in” requests for auxiliary aids and services will be honored to the extent possible but may be
unavailable if advance notice is not provided.
1.10 Regulatory and Legal Compliance Requirements:
No vendor awarded a solicitation will be federally debarred. Such debarment will be checked through the
System for Award Management, at www.sam.gov.
All businesses, organizations, and individuals contracting with Larimer County must comply with Title II of the

The Keep Jobs in Colorado Act (§ 8-17-101, et. seq., C.R.S.) requires that contractors who work on a public
works project financed in whole or in part by the state, counties, school districts, or municipalities of Colorado,
meet the 80% Colorado labor requirement on that public works project, as defined in § 8-19- 102(2), C.R.S.

The Proposer certifies that by submitting an offer, neither the contractor nor subcontractors, the organization
nor its principals are suspended or debarred or otherwise excluded from procurement by the Federal
government and do not appear on the Excluded Parties List System (EPLS) maintained by the General
Services Administration (GSA).
2. PROJECT OVERVIEW:
Larimer County is seeking to enter into an agreement with a maximum of two two (2) qualified General
Contractors (Contractor) for general construction services for a variety of construction projects within Larimer
County. The Contractor(s) will work in a collaborative team environment to provide the best value in procuring
general construction services for Larimer County.
**There is no minimum project size and no guarantee of amount of work
to be completed during the contract period**
3. QUALIFICATIONS:
Qualifications, at a minimum, include the following:
1. The Contractor’s area of expertise must be in general building construction.
2. The Contractor must have a minimum of five (5) years of experience as a general contractor, with
experience in completing office building remodeling in occupied spaces.
3. The Contractor must be licensed as general contractor by Larimer County, the City of Fort Collins, the City
of Loveland, the Town of Johnstown, the Town of Estes Park, and any other Larimer County municipality
that Larimer County may have service needs for.

4. SCOPE OF WORK:
The Contractor at a minimum, will provide, perform, and/or furnish the following:
1. Perform general construction work at various Larimer County Facilities locations upon request of Larimer
County.
1.1. Most work requests will be for interior work; however, some requests may be for exterior work.
1.2. It is anticipated that the majority of the work will be miscellaneous remodeling projects that may include
mechanical and electrical installation, plumbing, general carpentry, painting, HVAC, tile work, drywall,
framing-out of new walls, ceilings, flooring, doors and door hardware installation, roofing, and general
renovation.
1.3. Projects may also include wood and steel stud framing, block and brick, exterior siding, windows,
shingling, metal work, non-structural and structural demolition, curb and sidewalk concrete, parking lot
resurfacing, and other possible miscellaneous types of work (i.e. hauling).
2. All work must comply with the Americans with Disabilities Act (ADA) Construction guidelines, as well as all
local and national codes adopted by the local permitting agency where work is being performed.
3. Quality control inspections are expected on all projects.
4. Services will be provided as established by a Larimer County work request.
5. The Contractor will respond to each request with a breakdown of the estimated cost, a proposed schedule,
and a brief proposal of the proposed materials and methods for Larimer County review and approval.
1. The Contractor will furnish a list of proposed sub-contractors for Larimer County review and approval prior
to submitting a project proposal and estimate.
1.1. Larimer County reserves the right to reject or request the Contractor replace any proposed sub-
contractor with an approved one.
6. All work will be performed in accordance with Larimer County’s accepted standards for work of a similar
nature.
7. The Contractor will maintain a local telephone number and must be able to be reached by phone during
business hours.
7.1. Non-emergency calls will be responded to in a reasonable time (within 24 hours) and an after-hours
number will be provided in the case of emergency or urgently needed services.
8. The Contractor will provide proof of materials cost upon request.
9. Receipt of pertinent documentation and final inspection of finished product by the Larimer County Project
Manager is required prior to release of final payment to the Contractor.
10. All invoices must show a Larimer County purchase order number, itemized labor hours and material costs,
each subcontractor’s fees, and shall be sent to the attention of the Project Manager for payment approval.
11. Product data sheets (submittals) and as-built plans will also be required to be submitted to the Project
Manager before the final invoice is paid.
CONTRACTOR'S RESPONSIBILITIES:
Pre-construction Service: The Contractor is responsible for the following Pre-construction Services:
1. Prepare a construction estimate for each project based on limited/schematic level drawings and written
scope of work.
2. The Contractor will be responsible for understanding the intent of the scope of work and include all costs to
achieve a complete project.
3. Become familiar with the project location and the product/material standards used in that particular location
to match conditions and products as best as possible.
4. Clearly identify anything that will not/cannot match the existing conditions.
5. Identify material lead times and construction duration.
6. Create an itemized project schedule for each project.
7. Suggest any recommendations that could reduce costs or improve value (Value Engineering).
8. Update the construction estimate after an estimate review meeting with the Larimer County Project
Manager.
9. Provide a construction schedule itemized by scopes of work along with the final estimate.
10. Bid the final drawings and written scope to subcontractors for a firm price that will be the basis of a
purchase order under a Guaranteed Maximum Price (GMP).

10.1. If project cost is $0.00 to $5,000.00 – Contractor will solicit a minimum of one (1) quote that is
broken out by labor hours, material cost and fee markup, and deemed by the Contractor to be a fair
value.
10.2. If project cost is $5,000.01 to $10,000.00 – Contractor will solicit a minimum of two (2)
subcontractor quotes broken out by labor hours, material cost and fee markup, and deemed by the
Contractor to be a fair value.
10.3. If project cost is $10,000.01 and above – Contractor will solicit a minimum of three (3)
subcontractor quotes. Quotes are to be broken out by labor hours, material cost and fee markup, and
deemed by the Contractor to be a fair value.
10.4. Evaluate subcontractor pricing for appropriateness and scope completeness.
10.5. The Contractor is not to solicit quotes from non-responsive subcontractors.
11. Awarded firm will provide a list of names, addresses, and driver’s license numbers of all workers who will
be on the project so background checks may be conducted.
11.1.
The background check and cost of the background check will be paid for and completed by
Larimer County.
11.2.
The project superintendent will be required to ensure no workers are on-site who have not been
cleared by a Larimer County background check.
11.3.
Once a worker has passed a background check, they are cleared to work on all future projects
without further background checks unless there is cause to believe that a new background check may
result in a negative result.
12. Some of Larimer County’s building where work is to be performed have Criminal Justice Information
Services (CJIS) requirements and the Contractor will be required to have CJIS approved employees work
at these buildings.
Construction Services: The Contractor shall provide the following:
1. The Contractor will submit for, and procure all, construction permits when required and will pay both plan
review and permit fees as part of the cost of the work. All Larimer County projects are tax exempt.
2. Onsite supervision of projects under construction is required.
3. After-hours work will require full-time supervision of subcontractors by the Contractor.
4. Ensure the buildings are secured at all times during construction.
5. Doors may not be propped open and left unattended at any time.
5.1. Failure to ensure security may result in the worker(s) responsible being removed from the eligible
worker list.
6. Work diligently to minimize the impact to the building occupants who may be bothered by noise, dust,
access, smells, etc.
7. Notify the County Project Manager of any discrepancies encountered and determine if there is a cost
impact to the owner or if it is expected to be a change order to the scope of work.
8. Keep the County Project Manager up to date on any issues that would impact the expected completion
date.
9. Schedule all necessary permit inspections as well as any special testing required for proper compliance
with the permit requirements.
10. Coordinate construction scheduling with firms performing owners’ direct-contracted work (for example: fire
alarm, tele/data cabling, access control, security, audio/visual, and furniture, fixtures and equipment).
11. Obtain all final inspections by the construction completion date.
12. Complete all punchlist items within the allotted scheduled timeline.
13. Turn over the project on-time to the Larimer County Facilities Department.
Project Closeout: The Contractor shall complete the following at Project Closeout:
1. Within three (3) weeks of the completion of the project, provide a final invoice and detailed listing of actual
costs with a comparison and deviation of each original estimate line item.
2. Provide a copy of all invoices paid.
3. Provide an as-built plan in PDF format marked up using Adobe, Bluebeam, or other similar program as well
as a red-lined set for Architect on project to update AutoCAD files.
