Description

1. Synopsis

PURPOSE: Marine Corps Installations Command (MCICOM) is issuing this Request for Information (RFI) for market research purposes. The goal is to identify potential sources and solutions for a modern, comprehensive, and cloud-based Marine Corps Food Management Information System (MCFMIS).



This RFI seeks to gather information from industry leaders on their capabilities to provide a Commercial-Off-The-Shelf (COTS) based food service management solution that meets the extensive requirements outlined in the attached Performance Work Statement (PWS). The information gathered will help the Marine Corps refine its acquisition strategy for replacing the current MCFMIS.

This RFI is for planning and market research purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government will not award a contract based on this RFI, nor will it pay for any information or administrative costs incurred in response to this RFI.



2. Background

The U.S. Marine Corps has utilized the MCFMIS since 1997 to manage garrison and field feeding operations. The current system requires modernization to meet evolving cybersecurity standards, financial policies (such as FIAR), and technological advancements.



The Marine Corps’ vision is a perpetual, corporate-licensed, internet- and cloud-based system that can operate in both connected and disconnected environments. The future system must integrate with multiple DoD systems, support Single Sign-On (SSO), and leverage Business Intelligence (BI) and Artificial Intelligence (AI) to turn vast amounts of data into actionable insights for strategic and operational decision-making.



3. Summary of Requirements

The solution will be a COTS-based system extended to meet the Marine Corps' unique needs. Key functional and technical requirements include:



Core Food Management: Menu planning, recipe management, nutritional analysis, product ordering, inventory control (using GS1-128 barcoding), meal production, and financial/budget management.



Point of Sale (POS): A cashless and paperless system using Common Access Card (CAC) scanning for patron verification, headcount, and meal entitlement, with both check-in and check-out configurations.



System Interfaces: Bi-directional integration with key DoD systems, including DAI (financial), MCTFS (personnel), STORES (ordering), and others.



Technology: A cloud-based platform with full offline functionality. Must comply with DoD security standards, including Risk Management Framework (RMF) and STIGs.



Data Management & Analytics: Robust data warehousing, data migration capabilities from the legacy system, and a BI/AI module for advanced reporting and dashboards.



Support Services: Full-scale deployment, business process re-engineering, user training (on-site, web-based, and schoolhouse curriculum), and 24/7 help desk support.



Anticipated North American Industry Classification System (NAICS) Code: 511210, Software Publishers. Interested firms may propose an alternative NAICS code in their capability statement.



4. Information Requested from Vendors

Respondents are requested to review the above summary and DRAFT Performance Work Statement, and provide the following information in no more than 20 pages. Incomplete responses will not be reviewed.

Please provide responses to the following questions to demonstrate your company's capabilities and understanding of the requirements.



Section A: Corporate Information & Experience



1. Provide a brief company overview, core competencies, and relevant experience.



2. Describe your past experience (within the last 3 years) in deploying multi-site, enterprise-level COTS software solutions. Please specify if this experience includes food service management systems, particularly within the DoD or other government agencies.



3. Detail your experience with the specific DoD systems requiring integration (DAI, MCTFS, STORES, etc.).



4. Describe your experience and approach to achieving and maintaining security accreditation under the DoD Risk Management Framework (RMF).



Section B: Technical Approach & Solution



5. Based on the PWS, describe your proposed COTS solution and its architecture. Explain how it meets the core requirements for a cloud-based system with full offline functionality. Provide confirmation on the availability and the estimated cost of a perpetual license through your COTS solution.



6. Provide confirmation on the availability of a mobile application through your COTS solution and if this mobile application has mobile ordering capability.



7. How would you approach the development and integration of necessary software extensions to meet requirements not covered by your "out-of-the-box" COTS product?



8. Describe your methodology for data migration from a legacy system to your proposed solution, focusing on ensuring data integrity and minimizing operational downtime. What specialized tools do you use?



9. Explain how your solution incorporates Business Intelligence (BI), Artificial Intelligence (AI), and data analytics. Provide examples of dashboards or key performance indicators your system can generate to support strategic and tactical decision-making.



10. Describe the capabilities of your Point of Sale (POS) module, specifically regarding CAC integration, entitlement verification, and support for various operational configurations (e.g., check-in, check-out, group feeding).



Section C: Implementation & Support



11. Outline your proposed implementation and deployment strategy for a global rollout across CONUS and OCONUS sites. How do you manage risk and ensure a smooth transition? What is the timeline to complete this deployment?



12. Detail your training methodology. How do you develop and deliver training for diverse user groups (e.g., mess hall staff, managers, schoolhouse instructors) across different environments?

13. Describe your post-deployment support model, including help desk services (24/7 support for POS), software maintenance, and technology insertion to keep the system current.



14. Describe the process and most appropriate pricing structure to accommodate USMC specific system validity requirements which will not be defined until after award.
