WIDENING ANALYSIS AND PAVEMENT STUDY
The City of Casa Grande requests Statements of Qualifications (SOQs) for professional
engineering and surveying services relating to roadway improvements along Maricopa – Casa
Grande Highway from Russell Road to Thornton Road in the City of Casa Grande, Arizona.
Each response shall be in accordance with the SOQ instructions and scope of the work package
on file with the City Clerk at City Hall, 510 East Florence Boulevard, Casa Grande, Arizona,
85122. Copies can be obtained by calling the City Clerk's Office (520) 421-8600 or downloading
a complete packet at the City's website: www.casagrandeaz.gov.
All responses must be submitted by 2:00 P.M. on June 2, 2026, to the City Clerk, 510 East
Florence Boulevard, Casa Grande, Arizona 85122. The responses will be evaluated in
accordance with Section Five (5) of the SOQ.

SECTION 1: PROJECT DESCRIPTION
The City of Casa Grande requests Statements of Qualifications (SOQs) for professional
engineering services for the final design of Maricopa – Casa Grande Highway Widening
Analysis and Pavement Study in the City of Casa Grande, Arizona. The selected
consultant will prepare a Project assessment with 15% preliminary plans, cost estimates,
and utility stakeholder coordination for all Project elements. The selected consultant will
work with City Staff and other consultants for utility coordination.
Project Overview
The City of Casa Grande intends to procure professional engineering and related services
for the Maricopa–Casa Grande Highway Corridor Evaluation Project. The Project area
includes the Maricopa–Casa Grande Highway corridor from Russell Road to Thornton
Road.
SECTION 2. SCOPE OF WORK
The scope of work involved shall include, but not be limited to, the following tasks:
Scope of Services
Develop a Project Assessment (PA) and 15% design level plans to define corridor
improvement needs, ROW requirements, and implementation costs.
Tasks include:
Traffic and Safety Analysis
• Conduct a corridor-level traffic study to determine operational deficiencies,
safety concerns, and Projected growth impacts.
• Evaluate collision history and identify high-risk locations.
Design Improvements
Evaluate at least two design concepts:
• Option A: Full widening to a four-lane cross section (two lanes in each
direction) with dedicated turn lanes at major intersections (e.g., Russell and
Val Vista Roads).
• Option B: Interim “passing lane” solution providing strategic
acceleration/deceleration or passing lanes at key locations.
• Utility Investigation: Identify all existing and planned utilities (particularly
telecom/fiber).
• Geotechnical Investigation: Limited sampling to assess pavement
structural condition and rehabilitation strategy.
• Drainage Coordination: Reference Pinal County’s North Branch Santa Cruz
Wash drainage study; incorporate relevant recommendations.

• Prepare planning-level cost estimates for each improvement alternative.
• Develop implementation phasing to support the City’s CIP.
Right-of-Way Evaluation
• Conduct ownership research and mapping for the full corridor.
• Determine required ROW acquisitions (noting current absence of public
documentation).
• Coordinate with ASLD and private landowners; develop acquisition cost
estimates.
• ROW acquisition along the corridor is a critical early action item.
Schedule
• PA and 15% design plans should be completed within 6 months from NTP.
Deliverables
• Project Assessment Report and 15% design drawings (with cost estimate for
option A & B).
• ROW map and acquisition summary.
Utility Coordination
The City of Casa Grande is currently in the process of selecting an overall Utility
Coordinator. The selected consultant for this Project will coordinate with the Utility
Coordinator throughout the Project. In the event the City does not retain a Utility
Coordinator, the selected consultant will assume responsibility for all utility coordination
associated with the Project.
Right of Way Services
The consultant shall confirm the right-of-way requirements for easements and define the
limits of Temporary Construction Easements (TCEs) that will be required for the Project.
The consultant will provide an exhibit and legal description for all parcels requiring right-of-
way and/or temporary construction easement. Title reports will also be required for each
parcel. In addition to this task, the consultant shall assist with securing all necessary
agreements and permits. The consultant will also handle right-of-way/easement
acquisitions on the Project.
