Summary

The County of Sacramento, Department of Waste Management & Recycling (DWMR) is soliciting proposals from qualified construction quality assurance (CQA) firms to perform construction monitoring, field and laboratory testing, and reporting associated with miscellaneous base liner system and / or final cover system construction for the Kiefer Landfill facility (KLF) on an on-call basis. CQA services will be performed in conjunction with the actual liner system or cover system construction performed by a separate contractor.

The KLF is located in southeastern Sacramento County at 12701 Kiefer Boulevard, Sloughhouse, California 95683.

Damage to the liner system affects the integrity of this environmental barrier and shall be repaired before covering the damaged liner with waste. Due to limitations on locations for active waste placement, repairs may be of a very high priority to maintain service for the waste stream entering the landfill. As such, emergency repairs will be needed on an on-call basis to keep the landfill operation running efficiently. Whenever emergency repairs are needed, CQA services will be also be needed to document the repairs.

In addition to emergency repairs, CQA services are also needed for materials used for the base liner system or final cover system to qualify such materials as meeting regulatory-approved specifications. Such materials may include sideslope leachate collection and removal system (LCRS) soil, final cover soil, or other materials placed by the landfill operator that may need laboratory testing to document that it meets regulatory requirements.



Background

The County owns and operates the KLF for the disposal of Class III municipal solid waste, servicing the residences and businesses within the County of Sacramento and nearby cities. Periodically, the KLF extends the landfill base liner system to incorporate more airspace to deposit waste. The landfill liner system is a subsurface barrier that contains waste and waste constituents from being released into the surrounding environment. The landfill final cover system is the final layer over landfilled refuse that controls the infiltration of stormwater, release of landfill gases, and protection against burrowing vectors.

The Kiefer Landfill is permitted for base liner systems in Modules M1L through M11. Module M1 (the original unlined area) was opened for waste fill operations in the summer of 1967. Module M-1L was opened for waste fill operations in March 1994 with the first base liner system. Currently, landfilling is occurring in Module M4. Modules 5 through 11 will be constructed in the future to meet the demand for disposal service. Five phases of final cover system have been placed over Module 1, and are being maintained indefinitely.

Since the landfill liner has been constructed in multiple phases, the liner system components and material types vary. A summary of the various liner system components is included with this RFP as Attachment A
