Description:

The City of Patterson is seeking individuals, teams, firms, or a combination thereof interested in providing construction management, construction inspection, contract administration, materials testing, labor compliance support, construction management software/document control, and project closeout services for the 6B E Street Waterline Replacement and 9th St Improvements Project.

These services include, but are not limited to, inspection of all work performed by the Contractor to ensure compliance with the Plans and Specifications, administration of RFIs, submittals, change orders, field directives, pay estimates, meeting minutes, daily reports with photographs, material testing and special inspection coordination, certified payroll and labor compliance support, federal funding documentation support, and final closeout documentation.

Qualifications:
The Construction Manager / Resident Engineer shall have at least three (3) years of construction management experience on municipal utility, roadway, waterline replacement, or similar heavy civil public works projects. California PE, QSP/QSD, and/or other relevant professional certifications are preferred where applicable.

Field inspectors shall have at least three (3) years of experience inspecting public works construction of a type similar to this project, including trenching, backfill, compaction, water main installation, services, valves, fire hydrants, pavement restoration, concrete improvements, traffic control, and public notification coordination.

The proposed team shall have demonstrated knowledge of City standards, Caltrans Standard Specifications where referenced, AWWA standards, California Waterworks Standards / Title 22 coordination, California MUTCD, Cal/OSHA requirements, State prevailing wage, federal labor standards, and HUD/CDBG documentation requirements.

Materials testing laboratories shall be properly certified/accredited for the proposed services, with current equipment calibration records and qualified technicians for each test method performed.

Special inspectors and testing technicians shall hold current certifications appropriate to the work, such as ACI, ICC, AWS/CWI, Caltrans testing certifications, or other recognized credentials, as applicable to the specific inspection or test.

The consultant shall have the ability to read and interpret civil, utility, traffic control, structural, plumbing, and related construction drawings and specifications.

The consultant shall be proficient in preparing daily inspection reports, meeting minutes, action item logs, RFI/submittal logs, change order logs, quantity calculation sheets, testing logs, certified payroll review logs, and closeout binders using standard software and the proposed construction management platform.

The consultant shall demonstrate strong communication, organization, conflict resolution, problem solving, schedule review, cost documentation, and recordkeeping skills.

Miscellaneous:
This project includes federal Community Development Block Grant (CDBG) / HUD supplemental requirements and related documentation. The consultant shall provide construction management, recordkeeping, and labor compliance support sufficient to assist the City in documenting compliance with applicable local, State, and Federal requirements included in the Contract Documents.

The project includes HUD Section 3 documentation, federal labor standards, State prevailing wage / DIR requirements, certified payroll review, DBE/MBE outreach documentation, and Buy America / BABA /AIS documentation as applicable to the construction contract. The consultant shall coordinate with City staff and any City-designated grant administrator.

The City requires a proactive labor compliance and contractor documentation review process for this project. The selected consultant shall verify consistency between field observations, daily reports, certified payrolls, worker classifications, overtime, apprenticeship requirements, subcontractor participation, and required federal/State documentation. Potential discrepancies shall be documented
factually and elevated to City staff promptly for review and direction.

The project shall follow the City of Patterson Quality Assurance Program (QAP), City of Patterson Improvement Standards, project-specific Special Provisions, Caltrans Standard Specifications where referenced, and all applicable AWWA, ASTM, ACI, Cal/OSHA, California MUTCD, and other referenced standards.

Construction management software and document control shall be included in the consultant’s proposal. The consultant shall identify the proposed software platform, modules, license assumptions, user access, data export approach, and total cost included in the fee proposal.

The consultant shall not authorize work outside the Contract Documents, negotiate settlement of claims, approve change orders, or issue directions affecting cost/time without prior City approval. The consultant shall not direct the Contractor’s means, methods, techniques, sequences, or safety programs
except to document observed noncompliance and immediately notify the City.
