In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to the existing DLA Distribution Contract SP3300-20-D-5001 on a sole source basis to Synergy Logistics Services II, LLC (SLSII). This contract provides Warehouse and Distribution Support Services at DLA Distribution Cherry Point, NC (DDCN). The current contractor provides all management, personnel, and supervision, in addition to all materials, tools, equipment, transportation, and any other items and/or services not Government Furnished to accomplish the tasks as outlined in the Contract Performance Statement (PWS). The modification would increase the ceiling amount as transition was expected to begin starting 1 February 2025, but more time is needed to make the follow-on award. Thus, DLA Distribution has opted to modify existing contract SP3300-20-D-5001 to allow for support with a possible additional six (6) month ordering period beginning on 1 May 2025 through 31 October 2025.
Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only SLSII can provide the services at this time; award to any other source will result in unacceptable delays and cause a disruption to DLA Distribution and its customers. Utilizing the existing contractor will save the Government time and the cost of additional training and obtaining security clearances. This ordering extension timeframe through competitive solicitation, an acquisition lead time of more than a year would be required. The recompete follow-on is already on-going. SLSII has been performing the current efforts and has the necessary management, personnel, and expertise to perform the increased requirements while the competitive follow-on solicitation is finalized, transition completed, and all other internal Government functions are completed.
The modification to current contract SP3300-20-D-5001 will serve as a temporary solution to fulfill immediate mission requirements. The follow-on procurement is currently in process.
The J&A for this ceiling increase will be posted as part of this notice once executed.
This notice is not a solicitation; a request for proposals; or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
