Project Description: Notice is hereby given that the South Central Transit Authority (SCTA) is requesting qualified firms to submit proposals electronically via PennBid for Lawn and Grounds Care Services. The requested services will be performed at the following SCTA facilities in Lancaster, PA and Reading, PA:
SCTA Headquarters and Lancaster Operations Center, 45 Erick Road, Lancaster, PA Queen Street Station, 225 North Queen Street, Lancaster, PA Reading Operations Center and Administrative Facility, 1700 North 11th Street, Reading, PA BARTA Transportation Center, 8th and Cherry Street, Reading, PA Park-N-Transit Parking Garage, 600 block of Franklin and Chestnut Streets, Reading, PA. Chestnut Street Parking Lot, 38 E McGovern Ave., Lancaster, PA Mt Joy Amtrak Parking Lot, 201 East Henry Street, My Joy, PA
The contract shall be for up to three (3) years, with each year being subject to annual renewals.
The South Central Transit Authority (SCTA) will receive proposals electronically via PennBid (https://pennbid.bonfirehub.com) from qualified firms until 2:00 PM, prevailing time, on Friday, January 3, 2025. The proposals received shall be evaluated with results posted via PennBid.

All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the County of Berks, the County of Lancaster, the Pennsylvania Department of Transportation and the U.S. Department of Transportation Federal Transit Administration.
Contractors and subcontractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All proposers will be required to certify they are not on the Comptroller General’s list of ineligible contractors.
SCTA solicits and encourages disadvantaged business enterprise (DBE) participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination. However, a DBE goal has not been established for this Contract.
SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest.
