The North Carolina Department of Transportation is requesting bids for
BRIDGE PAINTING.
All quantities are estimates only. The Contractor MUST furnish labor, equipment, and
traffic control.
The Department of Transportation does not exclude any person from participation in,
deny any person benefits of, or otherwise discriminate against anyone in connection with
the award and performance of any contract covered by this program on the basis of race,
color, sex, political affiliation/influence, or national origin.
BID OPENING
Sealed Paper Bids must be received at NCDOT Division Operations located at 5501
Barbados Blvd., Castle Hayne, NC 28429 by 2:00 pm on Thursday, June 4, 2026.
The entire bid package must be submitted by the contractor at the Bid Letting or the bid
will be deemed irregular and rejected. Bids must be submitted on the official bid sheet
included in the proposal and display the following statement on the front of the envelope:

The Availability Date for this project is July 13, 2026.
The Completion Date is June 11, 2027.
NOTE: The Bid Opening is accessible in Person to hear the bid results live.
A BID BOND OR BID DEPOSIT IN THE AMOUNT OF 5% OF THE TOTAL AMOUNT BID
WILL BE REQUIRED. THE BIDDER SHALL SUBMIT A BID BOND WITH THE
PROPOSAL BID PACKAGE.
Effective July 1, 2014, Division Let contracts should only be awarded to firms listed in the
Directory of Transportation Firms as either a Bidder or PO Prime Contractor. After this
date, firms that are prequalified as subcontractors only cannot bid on Division Let projects.

Within 14 Calendar Days After Notice Of Award Is Received, The Successful Bidder Shall
Submit A Fully Executed Execution Of Contract, Non-Collusion Certification, Debarment
Certification And Gift Ban Certification Signature Sheet.
CONTRACTOR'S LICENSE: A General Contractor's License Is Required In Order
To Submit A Bid On Any Non-Federal Aid Project Where The Bid Is $40,000.00 Or
More, Except For Certain Specialty Work As Determined By The Licensing Board.
On Federal Projects, The Appropriate Contractors License Shall Be Obtained Within
60 Days Of Bid Opening. For Additional Information Or To Make Application For A
License, Apply To The Executive Secretary Of The Contractor Licensing Board, P.O.
Box 17187, Raleigh, Nc 27619, (919-571-4183).
PREQUALIFYING TO BID: All Prospective Bidders Shall Be Prequalified With
The Department Of Transportation Prior To Submitting A Bid. Contractors Who Are
Not Prequalified May Obtain Information And Forms For Prequalifying From The
Contractual Services Unit, Division Of Highways, Department Of Transportation,
1509 Mail Service Center, Raleigh, N. C. All Required Prequalification Statements
And Documents Shall Be Filed With The Contractual Services Unit At Least Four
Weeks Prior To The Date Of Opening Bids.
THE RIGHT IS RESERVED TO REJECT ANY OR ALL BIDS
The North Carolina Department of Transportation, in accordance with the provisions of
Title VI of the Civil Rights of 1964 (78 Stat.252) and the Regulations of the Department
of Transportation (49 C.F.R., Part 21), issued pursuant to such act, hereby notifies all
bidders that it will affirmatively ensure that the contract entered into pursuant to this
notice will be awarded to the lowest responsible bidder without discrimination on the
grounds of sex, race, color, or national origin.
There is NO MBE/WBE Goal for this project.

Notice Regarding Upcoming Buy America Changes
On January 14, 2025, the Federal Highway Administration (FHWA) terminated its General Waiver for
Manufactured Products and established specific Buy America requirements for their use on Federal-aid
highway projects.
This means that as of the following dates, materials defined as manufactured products permanently
incorporated into Federal-aid highway projects will have to be manufactured in the United States.
Key Implementation Dates
• Phase 1: contracts obligated on or after October 1, 2025
o Final assembly of all manufactured products permanently incorporated into Federal-aid
highway projects must occur in the United States.
• Phase 2: contracts obligated on or after October 1, 2026
o Final assembly of all manufactured products permanently incorporated into Federal-aid
highway projects must occur in the United States.
AND
o The cost of U.S.-produced components in manufactured products must be greater than
55% of the total cost of all components.
Definition of Manufactured Products
Manufactured Products are defined as articles, materials, or supplies that:
• Have been processed into a specific form and shape, or
• Have been combined with other articles or supplies to create a product with different properties
than the individual articles, materials, or supplies.
This places greater emphasis on using domestically produced materials on these projects and is
consistent with the Build America, Buy America Act (BABA) under the Bipartisan Infrastructure Law (BIL).
