Invitation to Bid
The Town of Surfside Beach invites qualified vendors to submit sealed bids for the items and/or services identified in this solicitation. Vendors are requested to provide pricing in accordance with the attached minimum specifications and general requirements. This invitation is issued for the purpose of obtaining competitive pricing and does not constitute an order or commitment to purchase any equipment, materials, or services.

Submission Instructions
Completed bid forms must be submitted by mail or hand delivery to:

Bids must be received no later than 1:00 p.m. EST on August 18, 2026. Late submissions may not be considered.
Bids must be submitted on the official bid form provided by the Town and enclosed in a sealed envelope clearly marked with Bid No. 26-FD-01. Failure to properly identify the bid number on the envelope may result in the bid not being considered during the official bid opening.
Bids not submitted in accordance with the requirements of this solicitation may be deemed non-responsive and rejected.

The Town of Surfside Beach reserves the right to reject any or all bids, in whole or in part, to waive informalities or technicalities, and to accept the bid determined to be in the Town's best interest. All awards are subject to the Town's purchasing policies as adopted by the Town Council. The Town also reserves the right to award contracts to one or more vendors when doing so provides the best overall value based on price, quality, and the Town's operational needs.

Bid Specifications
The Town of Surfside Beach Fire Department is soliciting sealed bids from qualified manufacturers or authorized distributors for the purchase of one (1) Roto-Decon Washer designed for the cleaning and decontamination of self-contained breathing apparatus (SCBA), helmets, boots, gloves, masks, cylinders, and other firefighting hard goods.
The selected vendor shall provide equipment, warranty support, technical service, documentation, and all accessories necessary for a complete and operational system.

Background
The Town of Surfside Beach Fire Department is committed to providing equipment that supports firefighter health and safety by reducing exposure to contaminants encountered during emergency operations. This procurement will provide a dedicated decontamination system capable of cleaning SCBA equipment and other personal protective equipment (PPE) in accordance with current industry standards and manufacturer recommendations.

Equipment Specifications
The proposed unit shall meet or exceed the following minimum specifications:
Operates on 208–240 VAC standard electrical service.
Utilizes clean water only with integrated filtration.
Capable of cleaning:
SCBA masks and harnesses
SCBA cylinders
Helmets
Boots
Gloves
Other hard goods
Minimum three (3) year manufacturer's warranty.
Touchscreen control interface with, at a minimum, the following programmable wash cycles:
Mask & Harness
SCBA Cylinder
Boot & Glove
Target Clean
Cabinet Clean
Includes an accessory spray tool for gross decontamination and touch-up cleaning.
Stainless steel interior cabinet designed for easy cleaning and corrosion resistance.
Automatic chemical injection system capable of dispensing precise amounts of cleaning solution at the appropriate stage of the wash cycle and proper water temperature.
Meets all applicable requirements of NFPA 1851.
Operates on 208–240 Volt electrical service.

Vendor Requirements
The successful bidder shall:
Serve as the single source responsible for equipment, replacement parts, warranty support, and service.
Provide factory-authorized service with an on-site technician response within twenty-four (24) hours of notification for warranty-related repairs.
Provide a minimum three (3) year parts and labor warranty covering:
Parts
Labor
Shipping
Transportation
Replacement equipment (if required)
Any related warranty costs
Supply one printed Operations, Parts, and Service Manual and one electronic copy.
Maintain a factory-authorized service representative capable of supporting the equipment throughout the warranty period.

Compliance with Laws
The successful bidder shall comply with all applicable federal, state, and local laws, regulations, codes, and ordinances governing the performance of this contract. The contractor shall indemnify and hold harmless the Town of Surfside Beach from claims arising from violations of such laws.

Proposal Preparation
All costs incurred in the preparation and submission of bids shall be the sole responsibility of the bidder. The Town shall not reimburse any costs associated with preparing a bid.
