Summary
  1. PURPOSE
The Ohio Department of Mental Health and Addiction Services ( Ohio MHAS) is seeking proposals from qualified contractors to The Ohio Department of Mental Health and Addiction Services (OhioMHAS) seeks a qualified marketing and/or public relations agency to support its efforts in promoting mental health awareness, reducing stigma, and enhancing public understanding of available resources and services.
  1. BACKGROUND
OhioMHAS is a cabinet-level state agency that facilitates planning, establishes policy, distributes funding, delivers services, and regulates providers throughout the state of Ohio. Our work is vast, and our impact is great. Under Governor DeWine’s leadership and with support of the General Assembly we are making help more visible, accessible, and effective for Ohioans . We want to share our progress with Ohioans, so they know what resources are available and how to access them. We also have an opportunity to educate the public about mental illness and substance use disorders, highlight stories of recovery and bring awareness to the behavioral health field and the need for more trained professionals.
To do this, we need help telling and sharing our work. The supplier must provide video production capabilities, including creative direction, script writing, shooting, editing, animated graphics, sound design. The supplier can subcontract for these services. Additionally, the supplier must be willing and able to facilitate strategic partnerships with other organizations in a position to elevate and disseminate key messages, e.g., sports teams. The supplier must also be able to purchase media on OhioMHAS’ behalf. The supplier must also be adaptable and able to respond and perform other projects as assigned, within scope of expertise.
  1. SCOPE OF WORK AND DELIVERABLES
Potential tasks and responsibilities include: This project will allow OhioMHAS to engage services as needed across multiple campaigns or initiatives. While not tied to a specific campaign, the supplier must be prepared to provide timely and responsive support aligned with agency priorities.

The supplier will be expected to meet project timelines, deliver high-quality and impactful materials, and collaborate effectively with OhioMHAS staff and stakeholders.

The supplier should have demonstrated experience working with government entities or public awareness and/or behavior change campaigns, as well as expertise in reaching diverse audiences across Ohio.
  1. MINIMUM QUALIFICATIONS OF CONTRACTOR
Must have experience with behavioral change marketing and advertising. Must have knowledge of the state of Ohio, including demographics, media consumption habits current technology and trends. Must be able to target key messages to appropriate audiences. Must be collaborative and creative, thinking beyond what has been done, to what could be done. Must be responsive and available for reoccurring meetings with OhioMHAS staff. Must have strong reporting capabilities to show ROI and adjust projects to optimize investment. Must have a proven track record of successful marketing/advertising campaigns that meet or exceed identified objectives. Must have experience working with government entities.

Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.
Process

EVALUATION PROCESS
MHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:
1. MHAS’s initial review of all proposals for timely submission;
2. An evaluation committee review of the proposals for defects and scoring;
3. MHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
4. Negotiations or best offer requests.

At its sole discretion, MHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. MHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

PROPOSAL EVALUATION CRITERIA
In the proposal evaluation phase, MHAS staff or reviewers selected by MHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.

Contractor Prior Projects: Contractor must describe (2) previous examples in the past (3) years of projects of similar scope, that highlight use of video. 35
Contractor must demonstrate digital media planning/buying experience by sharing two examples of projects of a similar scope completed within the last three years. 35
Contractor must have experience utilizing innovative tactics and facilitating strategic partnerships to achieve desired results. 35
Staffing Plan: Contractor must provide a staffing plan that identifies all key personnel required to do the project and their responsibilities on the project. This plan should include all subcontractors. 20
Work Plan: Contractor must describe the plan of action/solution (including methodologies), contractor must demonstrate understanding of project 50
Cultural Competency Plan: Contractor must demonstrate experience related to developing and implementing culturally and linguistically appropriate communication strategies or marketing campaigns. 10
Proposer has submitted a cost proposal that is complete, and the quality of the proposal demonstrates proposer’s ability to successfully complete all deliverables within a budget considered reasonable. 20
