Title: RFP for PLHA Funded Affordable Rental and Ownership Housing Development
Addenda: 0
Release Date: 10/12/2026
Due Date: 10/26/2026
Yuba County is seeking Proposals for Permanent Local Housing Allocation (PLHA) funded affordable rental and ownership housing development. Proposals are due no later than 5:00 p.m. on October 26, 2026, through the Procurement Portal.
The County of Yuba is seeking both for-profit and nonprofit housing developers to propose use of the County’s 2022 and 2023 PLHA funds as gap funding for the development of affordable rental and ownership housing that will serve residents at 120% Area Median Income (AMI) or less in unincorporated Yuba County. Funding awarded as a result of this RFP will be provided as gap funding for the development of affordable housing in the form of a fully deferred, low interest rate loan with a term of 55 years.
The awarded grant funds may be used for predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs), that meets the needs of a growing workforce earning up to 120 percent of AMI. ADUs shall be available for occupancy for a term of no less than 30 days. Predevelopment costs such as the purchase of land or buildings, or acquisition must result in the development, rehabilitation, and/or preservation of Affordable rental or ownership housing, as otherwise there is no actual housing outcome of the predevelopment or acquisition assistance.
Affordable housing development is essential to creating stable, healthy, and inclusive communities by ensuring that individuals and families of varying income levels have access to safe, quality housing they can afford. The development of affordable homes helps reduce housing cost burdens, prevent displacement and homelessness, and provide greater economic stability for households.
In 2017, Senate Bill 2 (The Building Homes and Jobs Act) created the Permanent Local Housing Allocation (PLHA) program. PLHA is funded by moneys deposited in the Building Homes and Jobs Trust Fund which are generated through a fee on all recorded real estate transactions in the State of California. These funds are intended to increase the supply of affordable homes in California.
Priority populations for this funding include older adults, seniors, people with disabilities and families, including large families.
