Onslow County EMS Site Facilities
To Whom It May Concern:
The County of Onslow is seeking statements of qualifications for a qualified Design Builder (DB) to provide design
and construction services for a minimum of 3 EMS Sites.
Attached you will find a Request for Qualifications (RFQ) which identifies the minimum requirements of the RFQ.
In order to be considered, all Submittals must be sealed and submitted, in writing, no later than 2:00 PM (EST)
February 11, 2026. No qualifications will be accepted after this time. Firms mailing qualifications should allow
delivery time to ensure timely receipt of their submittal. The responsibility for getting the qualifications to the
Onslow County Purchasing Department on or before the specified time and date is solely and strictly the
responsibility of the consulting firm. The County will in no way be responsible for delays caused by any occurrence.

Any questions pertaining to this Request for Qualifications must be submitted in writing no later than 12:00 PM
on January 16, 2026. Questions will be emailed to: PurchasingBids@onslowcountync.gov
Any changes or modifications to this Request for Qualifications will be transmitted in writing through an
addendum. It will be the responsibility of the Proposer to ensure that all addenda have been received.
The County encourages participation by small, minority, and woman-owned businesses. Onslow County reserves
the right to waive any informalities, to reject any and/or all submittals, and to accept any submittal which in its
opinion may be in the best interest of the County.
No submittal will be received or accepted after 2:00 PM, EST, February 11, 2026. Late submittals will be deemed
invalid and returned unopened to the Consultant.

FOR PROFESSIONAL ARCHITECTURAL ENGINEERING SERVICES
ONSLOW COUNTY
EMS Site Facilities
I. INTRODUCTION
The County of Onslow is seeking statements of qualifications for a qualified Design Builder (DB), licensed
in the State of North Carolina, to provide design and construction services for a minimum of 3 EMS Sites.
Onslow County EMS has a long-standing commitment to providing professional and reliable emergency
medical services to the citizens and visitors of Onslow County, including the Camp Lejeune Marine Corps
Base and surrounding communities. Over the years, the system has evolved from a small, centralized
operation into a countywide network of skilled EMS professionals responding to an ever-growing
population and increasing service demands.
Historically, Onslow County has not constructed dedicated EMS stations. As a result, EMS
operations have often been housed in facilities that were not originally designed or adequately
equipped to support the unique needs of emergency medical services. Many of these locations lack the
infrastructure necessary for sustained operations, including appropriate crew quarters, storage space,
and generator power. During natural disasters and extended weather events, EMS personnel have
routinely been required to evacuate these spaces and relocate to alternate facilities capable of
supporting essential operations.
The County’s growth has been significant, with EMS call volume rising from approximately 15,000
annual responses in 2013 to more than 28,000 in the past year, an increase of nearly 87 percent. This
growth reflects not only population expansion but also the rising demand for timely, high-quality
prehospital care across a geographically diverse area. The construction of new, purpose-built EMS bays
and facilities represent a critical investment in the County’s emergency infrastructure. These stations will
be strategically located to optimize response times and target national goal of 12 minutes or less to
patient, enhance operational efficiency, and provide safe, functional environments for EMS personnel.
Designed to remain operational during severe weather and other emergencies, the new facilities will
strengthen the reliability of the EMS system and reinforce the County’s commitment to public safety and
community resilience.
We would like to design a basic design that we could continue to utilize around the county wherever we
need new facilities. Onslow County has plans to build more facilities in the coming years but wants to start
with 3 EMS facilities immediately. For this reason, the County has decided to go with the Design Build
approach with a GMP. Please see below for a summary of the projects below. The project names will be
Sneads Ferry EMS, Onslow Pines EMS, Midway Park EMS.
II. SCOPE OF SERVICES
A minimum of (3) EMS Site locations are listed below. Additional sites are forthcoming and can
be included as part of solicitation.
MIDWAY PARK
The location of this facility will be at 122 Carver Drive Midway Park, NC, 28544. There is currently
already a county waste convenience site that will be moved and condensed to a portion of the property
by Onslow County. This facility will need to include the following but not limited to:
• All permits for completion of the project

• Design and engineering of but not limited to, site, building, and life safety
• Building must be designed and rated to a risk level 4
• New septic for EMS bays as well as tying in utilities for waste convenience site to new septic
system
• Clearing of land
• Land Improvement (i.e., paving, utilities, storm water, landscaping)
• Road improvements and widening Carver Drive from Piney Green to the facility
• Building in its entirety

• Site evaluation for septic system
ONSLOW PINES
The location of this facility will be 1223 Onslow Pines Road, Jacksonville NC, 28540. There is currently
already a vehicle storage lot that will be moved to a different property by Onslow County. This facility
will need to include the following but not limited to:
• All permits for completion of the project
• Design and engineering of but not limited to, site, building, and life safety
• Building must be designed and rated to a risk level 4
• New septic for EMS bays
• Clearing of land
• Land Improvement and possible removal/relocation of fencing (i.e., paving, utilities, storm water,
landscaping)
• Building in its entirety

SNEADS FERRY
The location has been narrowed down to two different sites. The first being 1095 NC HWY 210, Sneads
Ferry NC, 28460 and the second alternative being 118 Ridgefield Avenue, Sneads Ferry, NC 28445, in
front of Dixon Middle School. This facility will need to include the following but not limited to:
• All permits for completion of the project
• Design and engineering of but not limited to, site, building, and life safety
• Building must be designed and rated to a risk level 4
• Sewer grinder pump and tie into force main
• Clearing of land
