Construction Manager at Risk for the East Lake Community Library Expansion

The Pinellas County Board of County Commissioners, on behalf of the Construction and Property Management Department, Construction Services Division, is seeking the services of a qualified and licensed Construction Manager at Risk to provide construction services for an approximately 8,000‑square‑foot addition to the existing East Lake Community Library building.

The project includes:

• Ground Floor Addition: Approximately 3,650 square feet added to the east end of the existing building.
• Second Floor Addition: Approximately 4,350 square feet constructed above the new ground floor addition and over a portion of the existing structure (the original addition completed in 2017).

The selected General Contractor will be responsible for all labor, materials, equipment, coordination, scheduling, subcontractor management, and construction activities necessary to complete the addition in accordance with the County’s plans, specifications, and applicable codes.

This project involves an expansion of the existing East Lake Community Library, located at 4125 East Lake Road, Palm Harbor, Florida 34685.

The purpose of this project is to expand the building’s functional space to accommodate growing operational needs, improve workflow efficiency, and support future programmatic and staffing requirements. The addition will provide enhanced facilities that align with current and projected user demands while maximizing the use of the existing site and infrastructure.
