INVITATION TO BID
PARKING AUTHORITY CITY OF CAMDEN., the Authorized Representative, is hereby authorized to
receive bids on August 13, 2026, at 10:00 AM prevailing time at Parking Authority City of Camden, 10
Delaware Avenue, Camden, NJ 08103, at which time and place bids will be publicly opened and read for
the
Lot 31 Site Improvements
The work consists of 27,958 SY 1" Mill, 143 Tons 1" HMA Leveling Course 2,638 Tons 1.5" HMA
Surface Course, 403 Tons 2" HMA Surface Course, 57 Tons 2" HMA 19M64 Base Course, 124 SY 4"
Thick Dense Graded Aggregate, 473 SY 6" Thick Dense Graded Aggregate, 255 SY 22" Thick Dense
Graded Aggregate, 18 SY 24" Thick Dense Graded Aggregate, 327 LF Vertical Concrete Curb, 25,443
LF 4" Wide Traffic Stripes, 65 UN Traffic Marking Lines and Symbols, 24 UN Traffic and Parking
Signage, 48 LF 6' Tall Chain Link Fence, 21 LF Black Aluminum Fence, 275 SY Lawn Seed, Fertilizer,
and Straw, and 46 CY Certified Clean Topsoil.
BID SPECIFICATIONS may be obtained at 10 Delaware Avenue, Camden, New Jersey 08103. There will
be a fee of $50.00 per copy, made payable to Pennoni Associates Inc.
Bidders must submit complete and detailed specifications of the product or service which Bidder proposes
to supply. Each bid must be accompanied by Certified Check, Cashier's Check or Bid Bond to the order of
PARKING AUTHORITY CITY OF CAMDEN in an amount equal to ten percent (10%) of the sum of the
bid, but not in excess of $20,000.00 together with a non- collusion affidavit.
The right to reject any and all bids or to accept the bid or any item of any bid deemed most advantageous
to PARKING AUTHORITY CITY OF CAMDEN and to award contracts accordingly is expressly reserved
to PARKING AUTHORITY CITY OF CAMDEN.
NOTE: All bidders must comply with P.L. 1975, c127 signed into law June 23, 1975 and P.L. 1977, c33
signed into law March 7, 1977, which laws are a part of the specifications in their entirety.
All bidder's contractors and suppliers must provide a copy of their Treasury Business Registration
Certificate issued by the New Jersey Department of Treasury at the time the bid is submitted.
Bids will not be received after the time specified for the opening of the bids. Bids received after the hour
appointed will be deemed invalid and returned unopened to the Bidder.
To the extent that any of these instructions directly contradict the bid specifications, the bid specifications
shall prevail.
A pre-bid meeting shall be held on August 5, 2026 at 10:00 AM, on site, at the intersection of Pine Street
and Locust Street. All questions or comments must be directed in writing via email to Mr. Joseph Raday of
Pennoni Associates Inc. at jraday@Pennoni.com by August 6, 2026, 12:00 PM (Noon). Responses will be
provided to all bidders via facsimile on August 10, 2026, 12:00 PM (Noon). It is bidder's responsibility to
provide current contact information.
