1. PURPOSE AND BACKGROUND
The County of Cumberland requests proposals from qualified firms to provide Hydrogeological Services related to
hydrogeological assessment and analysis. This procurement opportunity is focused on engaging a qualified professional
with expertise in groundwater studies, geological mapping, environmental impact assessment, hydrogeological
modeling, well design, permitting and construction related services. The solicitation requires candidates to demonstrate
advanced technical capabilities in analyzing subsurface water systems, conducting geological surveys, and providing
comprehensive hydrogeological research and reporting.
The County is seeking a qualified firm to assist with ongoing study assessment, evaluation, and development of
groundwater for public drinking water development. The firm should have extensive experience in working with coastal
plain aquifers in North Carolina (NC). The hydrogeological consultant shall provide services to prepare documents to
be used in procurement of well construction services. The selected proposer will also recommend mitigative measures
that would likely eliminate impacts to nearby wells, infrastructure, groundwater levels and water quality with potential
maximum pump specifications (e.g. horizontal distance increased, first screen depth increased, maximum screen depth
decreased, annular seal depth increased, intermediate seals etc.). These services may include, but are not limited to:
• Provide a written description of the scope for Well Contractor work for the drilling, installation, development,
aquifer testing, sampling, and wellhead completion for test wells. The technical specifications shall include
depths of drilling and well construction, drilling methods, requirements for sediment sampling, grain size
analyses, geophysical logging, well materials (screens and casings), gravel-pack materials, well development
requirements, grouting requirements, wellhead completion, aquifer testing, and water quality sampling.
• Provide a drawing of the specified well profile to illustrate to the Well Contractor the expected well design
criteria. Provide quantities for bid items for the Well Contractor work.
• An NC Licensed Geologist shall provide field hydrogeological services during pilot hole drilling at each
site. Services will include collecting drill cutting samples, preparation of a geologic description of sediments
penetrated, observation and documentation of drilling penetration rates, documentation of drilling response
(hard and soft zones and rig chatter), changes in mud characteristics, and depths of fluid loss zones recognized
during pilot hole drilling.
• Engineering services shall be supplied by the County and its Consultant as required.
2. PROPOSAL INSTRUCTIONS & REQUIREMENTS
2.1 REQUEST FOR PROPOSAL DOCUMENT
The RFP is comprised of the base RFP document, any attachments, and any addenda released before contract award. All
attachments and addenda released for this RFP in advance of any contract award are incorporated herein by reference. By
submitting a proposal, the vendor agrees to meet all stated requirements in this section as well as any other specifications,
requirements and terms and conditions stated in this RFP. If a vendor is unclear about a requirement or specification or
believes a change to a requirement would allow for the County to receive a better proposal, the vendor is urged and
cautioned to submit these items in the form of a question during the question and answer period in accordance with Section
2.3.
Vendors shall populate all attachments of this RFP that require the vendor to provide information and include an authorized
signature where requested. Failure to include required documents and/or signatures, where requested, will result in
rejection of submitted proposals.
2.2 PROPOSAL SUBMITTAL
