This is a NO SUBSTITUTION PROCUREMENT for a FLUID CONSERVATION SYSTEMS (FCS) TRICORR TOUCH PRO CORRELATOR COMPLETE KIT (INCLUDES BASE UNIT, 2 OUTSTATION UNITS WITH 2 SENSOR CABLES, HEADSET, DI-ELECTRIC GREASE, AND 10 PIN CAP). NO RESPONSES CONTAINING A SUBSTITUE MANUFACURER WILL BE ACCEPTED. Additional information is available at the following link:

INSTRUCTIONS TO BIDDERS

The Department of Environmental Protection (DEP) is requesting price bids for the items listed in the Invitation for Bid (IFB) Specifications section. The bidder must provide a price for all items. THIS IS A NO SUBSTITUTION PROCUREMENT. Award will be made based on the lowest overall total price.

DELIVERY

Physical delivery location: DEP, Southcentral Regional Office, 909 Elmerton Avenue, Harrisburg, PA 17110, ATTN: Brad Baker, Safe Drinking Water Program

Please include all costs including shipping and handling within the provided line item costs, i.e. bid prices must be Free on Board (FOB) destination. No additional costs will be allowed.

ESTIMATED QUANTITIES

The quantities contained in the IFB section are only estimates and may increase or decrease depending on DEP's needs. Ancillary items may be added to this acquisition (purchase order) at the discretion of both parties at a mutually agreed upon price. The Awarded Contractor will be paid at the unit bid price for the quantities supplied.

PAYMENT TERMS

Payment shall be made upon satisfactory receipt of items ordered and invoice submitted at the unit bid price for the quantities supplied.

Fluid Conservation Systems (FCS) is the requested manufacturer for all items contained in this bid. Responses providing a substitute manufacturer will NOT be accepted.

AWARD

Award will be made to the lowest responsive bidder based on the lowest overall total price in accordance with the Specifications. Bidders are required to complete and return the "Reciprocal Limitations Form" electronically attached to the IFB file. Reference Title 62 Pa C.S. Section 107. Bidders shall complete and return all forms that are electronically attached to the IFB file.
