INVITATION FOR BID SPECIFICATIONS

TUNABLE DIODE LASER "TDL-220" METHANE DETECTOR

I-1. Statement of the Project.

The Department of Environmental Protection (DEP) is issuing this Invitation for Bid (IFB) for specified equipment for "Tunable Diode Laser "TDL-220" Methane Detector, Carrying case (Armadillo or similar), Battery charger, Wrist strap and Lens cloth" and on-site training on TDL-220 operation, features, settings, and calibration. This IFB is being issued under DEP's Oil and Gas Operations' Infrastructure, Investment, and Jobs (IIJA) Program.

This is no substitute solicitation. Responses providing a substitute manufacturer will NOT be accepted.

I-2. Product Specifications

I-3. Training Requirements

Awarded Contractor will provide on-site training located at DEP's Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Training will cover TDL220 operation, charging, features, units of measurement, and three-month self-test and calibration.

I-4. Delivery Requirements

Order must arrive within 6 to 8 weeks or as agreed upon at the following location:

Manufacturer Authorization

If the Offeror submits a response to this IFB that does not include the original equipment manufacturer (OEM) of the equipment being provided, the Offeror must submit a Manufacturers Authorization Letter which clearly states the Offeror is authorized to provide the OEM's equipment and services required by this IFB. The Manufacturers Authorization Letter must reference IFB _61000666466_ - Tunable Diode Laser "TDL-220" Methane Detector, Carrying case (Armadillo or similar), Battery charger, Wrist strap and Lens cloth".

I-7. Bid Submission

I-8. Estimated Quantities

The quantities contained in the IFB section are estimated only and may increase or decrease depending upon the needs of DEP. Ancillary items may be added to this acquisition (purchase order) at the discretion of both parties at a mutually agreed upon price.

Payment to the contractor shall be made within approximately 30 business days after invoice receipt at the unit bid price for the quantities supplied.

I-9. Award

Award will be given to the responsible/responsive bidder based on the lowest grand total price.

Bidders are required to complete and return the "Reciprocal Limitations Form" electronically attached to the IFB file. Reference Title 62 Pa C.S. Section 107.
