I. GENERAL PROJECT INFORMATION:
A. OVERVIEW
Coweta County, (the "County"), received a Safe Streets and Roads for All (SS4A)
grant for the purpose of developing a Comprehensive Safety Action Plan ("Plan").
The County is requesting qualifications for professional services from firms,
("Proposers"), that have been prequalified in the appropriate Area Classes by the
Georgia Department of Transportation, with experience in developing
comprehensive transportation safety action plans. The proposer will lead and assist
the County with the plan development. At a minimum, the Safety Action Plan must
include the seven elements of a Comprehensive Safety Action Plan, as defined by
the SS4A grant terms and conditions. This request for qualifications ("RFQ") outlines
the requirements and general scope of work for this solicitation. The County
reserves the right to reject any or all Statements of Qualifications or Technical
Approaches, and to waive technicalities and informalities at its discretion.
B. CONTACT WITH COUNTY STAFF
There shall be no contact or discussion of any kind regarding any aspect of this RFQ
with Coweta County personnel other than the Transportation Planning Director, Sid
Bedenbaugh. Contacts made with anyone other than the Transportation Planning
Director related to this RFQ without prior approval by Coweta County may result in
disqualification of the contacting organization. All communication regarding this
solicitation must be submitted in writing to Sid Bedenbaugh, Transportation
Planning Director, at sbedenbaugh@coweta.ga.us. Coweta County reserves the
right to communicate via email with the primary contact listed in the Statements
of Qualifications. Other specific communications will be made as indicated in the
remainder of this RFQ. Responses and answers to questions will be provided by
September 16, 2026.
C. OBJECTIVES
Coweta County will develop a Safety Action Plan with the goal of eliminating
roadway fatalities and reducing serious injuries through implementation of the
plan. The consultant, in partnership with the County, will gather and analyze data,
hold meetings, and utilize public input, data analytics, and statistics to develop a
formal plan.
A baseline will be developed from studies of the frequency of crashes, severity of
injuries, areas, times, driver ages, law violations, weather conditions, lighting, traffic
volume and prevailing types of crashes. Consideration of systemic and specific
safety needs will also be performed to employ low cost, high impact strategies that
can improve safety. This includes an analysis of potential increased risks posed by
current incomplete large-scale development projects, both commercial and
residential, approved by the County as of the date of a fully executed contract
between the County and successful bidder.
Engagement methods will include but are not limited to gathering of information

from holding public meetings, stakeholder groups, and surveys linked to the
County's website or social media outlets.
Using local data, best evidence and practices, stakeholder input, and
countermeasures that address prevailing crash types, strategies and projects to
address identified issues will be developed. Prioritization will be given to potential
of reducing crash rates and minimizing safety concerns.
II. SELECTION METHOD:
A. PHASE 1 - SELECTION OF FINALISTS FROM SOQ'S (100 Points)
Based on the Statements of Qualifications (SOQ) submitted in response to this RFQ,
the Selection Committee will review and score each submittal per the criteria listed
below:
1) 40%, Technical Approach, Schedule, & Scope of Work
2) 30%, Similar Project Experience & Key Staff Experience
3) 20%, Project Manager & Key Staff Capabilities
4) 10%, Past Performance
The Selection Committee will review and score each qualification package to
determine the most qualified firms and will contact those firm(s) for interviews.
B. PHASE 2 - PRESENTATION OF TECHNICAL APPROACH (100 Points)
Shortlisted firms will prepare a presentation, not to exceed 30 minutes in length, detailing
the firm's technical approach to the project and highlighting project the team members'
responsibilities and strengths in the required action areas. The selection committee will
score the presentations of each firm based on the soundness of:
1) 50 %, Detail, Soundness, and Content of the technical approach presentation
2) 30 %, The comprehensive nature of the presentation
3) 20 %, The strength of the project team in the areas of responsibility as evidence in the
presentation.
Scores from Phase 1 will be carried forward and added to the technical presentation scores to
arrive at an overall score. The firm attaining the highest overall score will be considered as the
most qualified firm.
C. PHASE 3 - COST NEGOTIATION
Once the most qualified firm has bene determined, the County will begin cost
negotiations with that firm for the performance of the work established in the Scope of
Services. If negotiation efforts with the most qualified firm are not successful, the County
will terminate efforts with that firm and begin negotiation efforts with the second highest
rated firm and so forth until negotiation efforts are successful.
III. SCOPE OF WORK & SCHEDULE:
A. General: Coweta County is soliciting proposals to develop the Coweta County
Safe Streets for All (SS4A) Safety Action Plan from Proposers experienced in

transportation planning and/or engineering. This project is funded by the federal
Safe Streets and Roads for All Action Plan Grant with matching dollars from
Coweta County. Therefore, all activities must be performed in strict adherence
to applicable federal regulations, and the developed plan must meet the
requirements in the FY2024 SS4A Notice of Funding Opportunity (NOFO).
B. Items of Work
1) Analyze data from available resources to determine existing conditions and
historical trends of crashes involving fatalities and serious injuries across
Coweta County, including cyclists, pedestrians, and motor vehicles;
2) Analyze data related to crash location, severity, contributing factors, and crash
types;
3) Identify systemic and location-specific issues, from contributing factors in
crash reports;
4) Prepare maps identifying locations of high crash frequency related to the
issues identified in item 3;
5) Hold a minimum of two public engagement meetings to present initial data
and gather public input related to roadway and transportation safety.
6) Meet with representatives of the Coweta County Sheriff's Department, the
Coweta County Fire Department, Coweta County Transit, the Coweta County
Road Department, the and the Coweta County School System Transportation
Department to discuss transportation safety within the County.
7) Review current policies, plans, guidelines, and standards that contribute to
the safety of the County's transportation resources and network.
8) Using data, information, public input, and input from the stakeholder group
identified in item 6, develop a Safety Action Plan to address transportation-
related safety issues that have been identified through items 1-7. The plan

IV. SELECTION CRITERIA PHASE 1 (Statement of Qualifications)
A. TECHNICAL APPROACH, SCHEDULE AND SCOPE OF WORK - 40%
Proposers should clearly demonstrate understanding of the project based on the
proposed scope of work, methodology, and proposed project schedule. Proposers
shall provide a statement of interest that summarizes understanding of the project,
identifies potential areas of concern, alternative approaches, innovative ideas for

public outreach and their plan to avoid changes to scope of work, cost overruns, or
delays in completion of the work. Proposers shall provide a preliminary project
schedule based upon project milestones and due dates. Proposers shall
demonstrate why they would be the most competent proposer and/or team to
complete this project.
Provide any unique technical approaches the Proposer offers that relates to
addressing anticipated findings and recommendations, use of any alternative
methods for delivery (if applicable), and/or management of the project.
Identify any unique challenges of the project and how the proposer intends to
mitigate these challenges, including quality control and quality assurance
procedures.
Provide any specific qualifications, skills, or knowledge of the project and project area
which may uniquely benefit both the Proposer and project, and your ability and
willingness to meet time requirements.
Provide a summary of if and how AI would be used to collect the necessary data,
analyze the data, and provide recommended projects or plans to address the safety
issues that are identified through the process. Each listed task shall include a notation
indicating the extent of the Proposer's planned use of Artificial Intelligence
tools/products.
Any and all information and/or data provided by the County or gathered by the
proposer for utilization in this project shall be used solely for the purposes of this
project and shall not be used or disseminated for purposes outside the scope of this
project.
Provide a project management and project workplan that is based upon and shows
the schedule of events supporting the requirements defined in the scope of work:
* Each task shall define the objective, the input required, and the output
product.
* Each task shall assign the proposed responsibility for performing the
work, whose input is necessary, and who will approve the work.
* Each task shall contain dates for the initiation of the tasks and the planned
completion.
* The critical path shall be identified.
* All assumptions will be identified.
Provide an explanation of how the Proposer would develop a plan specific to Coweta
County that is not a recycled version of plans that may have been developed for other local
governments
B. SIMILAR PROJECT EXPERIENCE AND KEY STAFF CAPABILITIES - 30%

Provide the proposer's previous experience developing a Countywide Safety Action
Plan or any similar transportation planning type projects. This includes relevant
experience and qualifications of the principal professional(s) and lead staff, and
evidence of relevant competencies for this project. Provide information on the
proposer's experience on similar projects. Provide any information that distinguishes
the Proposer from others in terms of suitability for the project. Please also
demonstrate the resources your firm has available and committed to successfully
execute this project, including staff capacity, technical tools, and other supporting
assets.
Provide no more than five examples of completed projects of similar nature and
scope. Items to be included for each project example should be a project description,
customer contact names, titles, contact information for each project and any unique
features of the projects that are relevant to this project. Any favorable project
outcomes, specifically verifiable results, should also be included.
Provide information regarding the original budget, final actual cost, original project
schedule, and actual completion timing for the other related projects.
Provide the Proposer's business background; years in business, type of business
(incorporated, partnership, etc.), size of business (number of employees, locations,
etc.), listing of principles, design awards won for similar projects, provide CV's for key
functional roles managed internally and describe the proposer's unique value
proposition as it relates to this project.
C. PROJECT MANAGER, KEY STAFF AND PROPOSER'S WORKLOAD CAPACITY - 20%
The Selection Committee will evaluate the firm on their resources, availability, and
workload capacity. Criteria used include the Project Manager workload, workload
capacity of Key Staff and the proposer's resources dedicated to delivering the project
on schedule.
Project Manager - Provide information pertaining to the project manager, including
but not limited to:
* Current Workload and workload capacity, including the names of currently
assigned projects, project stage, average hours per week expended on each
project, and current percentage of non-billable time. Please also include a list of
any projects that have been awarded but have not yet begun.
* Percentage of time that will be dedicated to this project.
Key Project Team Members:
* Current Workload and workload capacity of each team member, including the
names of currently assigned projects, project stage, average hours per week
expended on each project, and current percentage of non-billable time.

D. PAST PERFORMANCE - 10%
The Selection Committee will consider information provided via references or from the
contact information for documented similar projects. The committee may also rely on
any knowledge that a member of the selection committee has of the firm's/team's
performance on past projects. The Selection Committee will consider all factors in
their totality when arriving at a final score for the Past Performance.
E. PRICE SUBMISSION
Upon completion of consultant selection based upon qualifications, negotiations will
commence with the proposer considered by the committee to be the best qualified based
upon the evaluation criteria outlined herein. The selected Proposer shall provide a
detailed breakdown of proposed project costs. The cost proposal shall be divided
into the applicable phases from the Scope of Work and Items of Work. The phase
breakdown shall be further broken down into individual items of work and shall
include the staff titles, estimated hours that each employee or sub-consultant will
spend developing and preparing that item of work, and the billable hourly rate for
each staff title, extended to provide a summary for each item/phase of work. The
overhead rate, general and administrative costs, and profit for each item/phase of
the work shall be also included. The Committee will review the cost proposal and
provide comments to the Proposer, if necessary, in order to negotiate a contract
value for the project.
Failure to reach an agreement in pricing/cost will result in negotiating with the next
highest scoring proposer. Price should include the total cost of the services through
the completion of the Safety Action Plan and required documentation.
