PURPOSE OF PROPOSAL
The Savannah Airport Commission (SAC) is seeking proposals from a qualified
contractors for the complete lifecycle replacement of an existing 60 kW natural gas
emergency generator with a new 60 kW diesel generator system, including a minimum
3 day fuel capacity base-mounted fuel tank, day tank, new reinforced concrete pad,
underground conduit installation, electrical reconnections, startup, testing, and
training.
Participation in this RFP process is at the sole expense of the proposer. Any costs
incurred in the preparation or submission of a proposal shall not be reimbursed by the
Savannah Airport Commission. Proposals for these services will be received by the
Savannah Airport Commission until 5:00 P.M. (EST), September 30, 2026, at which
time they will be opened by the Commission's Purchasing Manager, whose contact

Airport Overview
The Savannah/Hilton Head International Airport (the "Airport") is operated by
Savannah Airport Commission, a public body corporate organized under the laws of
the State of Georgia (Georgia Code L-1952, Section 13) ("Commission"), and an
operating agency of the City of Savannah. Commission consists of five members,
appointed by the Mayor and Aldermen of the City of Savannah, for a term of five
years.
The Commission is responsible for the improvements, maintenance, and operation of
the Airport, and it is authorized to enter into contracts for the rental of buildings, land,
office space and other property; to adopt rules and regulations for the operation of
the Airport; and to have control, custody and direction of all lands, properties and
improvements affixed thereto by the actions of the General Assembly, and to have
general direction of the same. The Commission meets monthly, usually at 9:00 a.m.
on the first Wednesday of each month, in the Commission Conference Room,
located on the third floor of the terminal building at 400 Airways Avenue, Savannah,
Chatham County, Georgia. The Commission acts by and through its Executive
Director and staff on all matters pertaining to the management and operations of the
Airport.
The Airport is a 3,681-acre site located approximately eight miles northwest of the
business district of Savannah, only 45 minutes from Hilton Head Island, South
Carolina, and less than two hours from the Golden Isles at Brunswick or Charleston,
South Carolina. The following major airlines serve the airport: Allegiant Air, American
Airlines, Avelo Airlines, Breeze Airways, Delta Air Lines, JetBlue Airways, Southwest
Airlines, Sun Country Airlines, and United Airlines. Collectively these airlines, along
with affiliated regional air carriers, transported approximately 4.1 million passengers
in 2025.

Cone of Silence
Upon issuance of this solicitation and continuing until a final contract award is made
or the solicitation is withdrawn, rescinded, or cancelled, all communications
regarding this solicitation by any Respondent, proposer, bidder, or any of their
officers, employees, agents, lobbyists, or representatives are strictly prohibited,
whether direct or indirect, with any member of the governing authority, evaluation
committee, or staff of the issuing agency, except as expressly authorized in this
solicitation. All communications must be submitted in writing to the Procurement
Officer identified herein. Any violation of this Cone of Silence shall be grounds for
immediate disqualification, rejection of the submittal, or other sanctions permitted by
law.
Contract Term and Renewal
A formal contract for services will be executed between the Savannah Airport
Commission (SAC) and the selected proposer prior to the commencement of any
work. No services shall begin until the contract has been fully executed by all parties.
The contractor shall not incur any costs or perform any work in advance of receiving
the official notice. Any work performed prior to contract execution shall be at the
contractor's sole risk and expense. The Commission may adjust contract specifics
between renewal periods to accommodate changing requirements.
Convenience Termination of Contract
The Commission reserves the right to terminate the Contract, in whole or in part, at
any time if it determines that such action is in its best interest. Termination may be
initiated with or without cause, including but not limited to unsatisfactory performance
by the service provider. In such an event, the Commission will provide the service
provider with thirty (30) days' written notice, specifying the effective date of
termination. No penalties or termination fees shall be due to the service provider as a
result of such termination.

Project Overview
The Savannah Airport Commission (SAC) is seeking qualified contractors to provide
all labor, materials, equipment, and services necessary for the complete lifecycle
replacement of an existing 60 kW natural gas emergency generator with a new 60
kW diesel emergency generator system at the Economy Parking Decks.
The project shall include, but is not limited to, furnishing and installing the new 60 kW
diesel generator, a base-mounted fuel tank with a minimum three (3)-day fuel
capacity, day tank, reinforced concrete equipment pad, underground conduit,
electrical reconnections, system startup, and commissioning, testing, and operational
training.
The generator will be located at the Economy Parking Decks, as identified on Exhibit
A. The Contractor shall be responsible for coordinating and completing all work
necessary to provide a fully operational and code-compliant emergency generator
system upon completion of the project.
A. Project Location
The project location and generator placement will be at the Economy Parking Decks.
Please see Exhibit A for a map of the project location.
B. Scope of Work
The selected contractor shall provide all labor, materials, equipment, necessary
permits, testing, and disposal necessary to deliver a fully operational generator
system. Work includes, but is not limited to, the following:
1. Utility Locates
The contractor shall be fully responsible for identifying, locating, and protecting all
existing utilities within the project work area prior to any excavation, boring, trenching,
or site disturbance. Requirements include, but are not limited to, the following:
a. Coordinate and initiate all utility locates through the state's 811 system or equivalent
"Call Before You Dig" service.
b. Contractor must submit locate requests far enough in advance to avoid project
delays.
c. All utility marks must be visible and verified prior to mobilization. This includes
electrical, communications, water, sewer, gas, irrigation, and any owner installed
underground systems.

d. Physically expose utilities (potholing/soft digging) at all planned bore or trench
crossing points to confirm depth and alignment.
e. Protect all utilities throughout construction. Contractor is responsible for maintaining
utility marking visibility for the duration of the project. Any damage to utilities shall be

repaired immediately at the contractor's expense and coordinated with the utility
owner.
f. Document all utility locate activities, including:
* Date and time of locate requests
* Utility marking maps or photos
* Potholing verification notes
NOTE: No excavation or boring may begin until the contractor has confirmed that all
utilities have been located, marked, and verified.
2. New Generator System
Furnish and install a new 60 kW diesel generator, UL listed, outdoor rated, with
weatherproof enclosure that meets or exceeds the current generator's operational
specifications.
(Note: current generator is natural gas)

Generator shall include a minimum 72 hour (3 day) fuel sub-base generator tank,
sized based on full load consumption. Provide all required accessories, including
battery, battery charger, block heater, vibration isolators, exhaust components, and
control panel.
Generator shall meet all applicable NFPA 110, NEC, EPA Tier emissions, and local
code requirements.
3. Concrete Pad Installation
Construct a new reinforced concrete pad adjacent to the exterior electrical panel as
shown on the drawings. Concrete pad shall meet generator manufacturer's
specifications for size, thickness, reinforcement, anchoring, and load bearing capacity.
Provide compaction, formwork, reinforcement, and finishing. Ensure that any required
conduit or openings are installed in the concrete slab during pour.

4. Underground Conduit and Wiring
Bore and install new underground conduit from the existing inground pull box/handhole
to the new generator location. Conduit shall meet NEC requirements for burial depth,
material, and separation from other utilities.
After the new generator is installed on new concrete pad the contractor shall pull all
existing wiring from the current generator back into the handhole. Refeed and install
existing wiring through the newly installed underground conduit to the new generator.
Terminate all conductors per manufacturer and code requirements. Any new wiring
shall be copper type only - no aluminum.
(Note: Notify the Savannah Airport Representative of any damaged or unusable wiring
prior to refeeding)
5. Electrical Connections and Integration
a. Provide all necessary feeders, control wiring, grounding, bonding, and terminations.
b. Coordinate with owner's electrical system to ensure proper transfer switch
operation.
c. Verify compatibility with existing ATS or provide recommendations if upgrades are
required.
6. Startup, Testing, and Commissioning
a. Fill fuel tank with initial diesel fuel (minimum 3 day supply).
b. Perform manufacturer recommended startup procedures.
c. Conduct load testing (m inimum 2 hour test at varying loads).
d. Provide all commissioning documentation, test results, and warranty certificates.
7. Training
Provide on site training for owner's personnel covering:
a. Generator operation
b. Routine maintenance
c. Alarm and fault troubleshooting
d. Fuel system management
e. Provide training materials and O&M manuals.

8. Removal of Existing Generator
Disconnect and isolate all electrical and gas utilities and remove existing 60 kW natural
gas generator and associated components. Transport and dispose of generator and
materials in accordance with all federal, state, and local regulations. Restore any
disturbed surfaces.
9. Contractor Requirements
a. Must be licensed, insured, and certified to perform generator installation and
electrical work in the project jurisdiction.
b. Must have demonstrated experience with commercial generator installations of
similar size and complexity.
c. Must coordinate all work with the owner to minimize operational disruptions.
d. Responsible for site safety, housekeeping, and protection of existing utilities and
structures.
10. Deliverables
a. Project schedule with milestones
b. Submittals: generator specifications, shop drawings, pad design, conduit layout
c. Startup and commissioning reports
d. As built drawings
e. O&M manuals
f. Training completion documentation
11. Warranty
- Minimum 2 year manufacturer warranty on generator and components.
- Minimum 1year workmanship warranty on installation, concrete pad, conduit, and
wiring.

Submission of a Proposal indicates acceptance by the respondent of the conditions
contained in this RFP, and the intent to enter into an Agreement with Commission.
The Savannah Airport Commission reserves and may exercise the following
rights and options: (i) to reject any and all proposals, negotiate with any respondent,
alter the scope of work, to extend the date for submittal responses to request additional
information from any Proposer, to supplement, amend or otherwise modify the RFP
prior to the closing date and time, and reissue the RFP at any time prior to execution
of a final agreement if, in Commission sole opinion, and best interest to do so; (ii) to
supplement, amend, substitute, or otherwise modify this RFP at any time prior to
selection of one or more proposer for negotiation and (iii) to cancel this RFP with or
without issuing another RFP; (iv) to reject the proposal of any proposer who, in the
Commission's sole judgment, has been delinquent or unfaithful in the performance of
any contract with Commission is financially or technically incapable or is otherwise not
a responsible responder; (v) To reject as informal or non-responsive, any proposal
which, in Commission's sole judgment, is incomplete, is not in conformity with
applicable law, is conditional in any way, or deviates from the mandated requirements
of the RFP and; (vi) to waive any informalities in the submission process, defect, non-
responsiveness and/or deviation from this RFP that is not considered in the best
interest and/or best value to Commission, at its sole judgment. Any exceptions to the
specifications included in this RFP must be clearly stated in the proposal.
