Summary

The MLK CIA is soliciting proposals from qualified contractors for environmental remediation and site restoration activities at two contiguous vacant properties located at the intersection of Cooper Street and Biddle Avenue in the City of Jackson, Michigan.

The objective of this project is to remove contaminated soil mounds and associated buried debris, mitigate environmental risks, and prepare the subject properties for future redevelopment.
The MLK CIA seeks a qualified contractor capable of completing excavation, transportation, disposal, restoration, and related activities in accordance with all applicable federal, state, and local regulations.

The project schedules for the two parcels differ. Work associated with Parcel 5-228800000 must be completed by December 14, 2026, while work associated with Parcel 5-2288.2000 will begin in early 2027 and shall be completed in Spring 2027.



Background

The Martin Luther King Corridor Improvement Authority (hereafter "MLK CIA") was established in 2020 by the City of Jackson under state law; The Corridor Improvement Authority Act, Public Act 57. A ten-member board of directors has been appointed, who oversee the Authority activities. The main goal of the MLK Corridor Improvement Authority is to promote the redevelopment of the South Martin Luther King Jr. Drive (Franklin to South Streets) and Prospect Street (Cooper to 4th Streets) commercial corridors. The mission of the MLK CIA is to promote economic growth and development by aiding in the reinvestment and revitalization of property and supporting community and business opportunities within its district area. The vision statement adopted by the MLK CIA Board of Directors is to have the MLK CIA further enhance Jackson’s south side into a thriving, world-class community experiencing economic prosperity, committed, and dedicated to diversity and inclusion, while maintaining high ethical standards.
