1. GENERAL INFORMATION
1.1 Introduction
Ventura Housing, formerly known as the Housing Authority of the City of San Buenaventura was
established in 1949 to provide safe, quality, and affordable housing for families unable to afford
market-rate housing. Ventura Housing administers its programs locally in compliance with
federal and state laws.
Ventura Housing’s mission is to develop and provide quality affordable housing for eligible low-
income residents of Ventura. The organization fosters partnerships to support residents in
achieving personal goals related to literacy, education, health, wellness, job training, and
employment, ultimately promoting economic self-sufficiency and personal growth.
Ventura Housing is responsible for developing and managing low-income rental housing,
implementing financing strategies to promote affordable housing, overseeing public housing
operations and rental assistance programs, administering Section 8 housing vouchers, and
providing community services and housing rehabilitation programs. The agency currently owns
and manages over 1,000 housing units and administers more than 1,500 Section 8 vouchers,
serving both incorporated and unincorporated areas of the City of Ventura.
Ventura Housing’s staff brings extensive expertise in real estate development, property
management, housing services, and Section 8 program administration. The organization also
manages financial services, human resources, procurement, facility operations, and risk
management. With a culturally diverse team, Ventura Housing offers bilingual services in
English, Spanish, and other languages as needed.
Ventura Housing is governed by a seven-member Board of Commissioners appointed by the
Ventura City Council. Five members serve four-year terms, while two Resident Commissioners
serve two-year terms. The Board is responsible for establishing policies, long-term goals, and
strategic direction for the organization.
For work planning purposes, please note, Ventura Housing works a 4/10 work schedule
(7:00am- 5:30pm) with Fridays off. Valentine Road has staff that work on Fridays (7:00am-
5:30pm)
1.2 Purpose
Ventura Housing is requesting proposals from qualified firms licensed to provide professional
unarmed security services at Valentine Road Apartments, located at 5818 Valentine Road,
Ventura, California. The selected Contractor shall provide twenty-four (24) hour per day, seven
(7) day per week unarmed security services, including proactive patrols, incident response,
access control, trespass enforcement, documentation, reporting, and coordination with Ventura
Housing staff and local law enforcement. The goal of this procurement is to provide a safe living
environment for residents, visitors, staff, contractors, and the surrounding community through a
highly visible, professional, and proactive security presence.
This Request for Proposals (RFP) is being issued by Ventura Housing on behalf of Valentine
Road, LP, the owner of Valentine Road Apartments. Ventura Housing will administer the
procurement process, including issuance of the RFP, receipt and evaluation of proposals, and
recommendation for award. The successful proposer will be required to enter into a Professional
Services Agreement with Valentine Road, LP. A sample of the anticipated agreement is
included as Exhibit D for reference purposes.
1.3 Overview
Valentine Road Apartments is a 134-unit permanent supportive housing community serving
individuals and families transitioning from homelessness or chronic homelessness. The property
consists of four residential buildings, administrative offices, controlled-access vehicle gates,
pedestrian access points, laundry facilities, parking areas, and outdoor common spaces.
Due to the resident population and operational needs of the property, Ventura Housing is
seeking a security partner that emphasizes proactive patrols, professionalism, communication,
de-escalation, and strong documentation practices. Security personnel are expected to actively
deter unauthorized activity, respond appropriately to incidents, and maintain a visible presence
throughout the property while treating all residents and visitors with dignity and respect.
1.4 Contract Term
The initial contract term shall be one (1) year.
Following contract award, Valentine Road, LP reserves the right, at its sole discretion, to extend
the contract for four (4) additional one-year option periods based upon satisfactory performance,
funding availability, and continued operational need, for a maximum contract term of five (5)
years.
1.5 Technology Requirements
Ventura Housing is seeking a Contractor that utilizes technology to improve communication,
accountability, documentation, and overall security operations. The selected Contractor shall
provide or have access to electronic systems that support timely reporting and operational
transparency.
At a minimum, the Contractor shall:
Provide a dedicated telephone number for the on duty security officer and an emergency
contact number for supervisory personnel.
Maintain the ability to communicate with Ventura Housing staff through telephone, text
message, and email.
Utilize an electronic reporting system capable of documenting daily activity reports,
incident reports, and photographs.
Provide Ventura Housing with access to electronic reports through a secure online portal
or by another mutually agreed upon electronic method.
Maintain electronic records of all reports submitted during the contract term.
Submit daily activity reports for each shift and incident reports for significant events
requiring documentation.
Include photographs with incident reports whenever practical and appropriate.
Protect all resident, staff, and agency information in accordance with applicable privacy
laws and industry best practices.
The use of electronic guard tour systems, GPS patrol verification, QR code checkpoints, body-
worn cameras, or similar technologies is encouraged but not required. Contractors should
describe any technology utilized to enhance accountability, reporting, officer safety, and
communication as part of their proposal.
1.6 Performance Expectations
Ventura Housing is seeking a Contractor that provides a proactive, professional, and highly
visible security presence focused on maintaining a safe environment for residents, staff,
contractors, visitors, and the surrounding community.
The Contractor shall demonstrate the ability to:
Maintain a visible and active presence throughout the property during all assigned shifts.
Conduct routine foot patrols of all buildings, parking areas, common areas, laundry
facilities, gates, and other assigned locations.
Deter unauthorized activity through officer presence, professional communication, and
proactive engagement.
Respond promptly and appropriately to security incidents, disturbances, suspicious
activity, trespassing, and other property-related concerns.
Utilize sound judgment and de-escalation techniques when interacting with residents,
visitors, and unauthorized individuals.
Contact law enforcement, fire, or emergency medical services whenever circumstances
warrant.
Maintain clear, timely, and accurate documentation of all significant activities and
incidents.
Communicate effectively with Ventura Housing staff regarding incidents, safety
concerns, maintenance issues, and property observations.
Maintain consistent staffing whenever practical and notify Ventura Housing of planned
personnel changes.
Demonstrate professionalism, reliability, sound judgment, and excellent customer
service while recognizing the unique needs of a permanent supportive housing
community serving individuals and families experiencing homelessness.
Performance under this contract will be monitored throughout the contract term. Ventura
Housing may evaluate the Contractor based on response times, patrol activity, quality of
documentation, communication, professionalism, reliability, consistency of assigned personnel,
resident and staff interactions, and overall contract performance when considering future
contract extensions.
1.7 Board of Commissioners
Ventura Housing operates under the authority of its Board of Commissioners. The Board is
responsible for the overall governance and oversight of Ventura Housing’s activities and
policies.

1.9 Expenses Associated with Submission
All costs related to the preparation and submission of a proposal in response to this RFP shall
be borne solely by the respondent. Ventura Housing will not reimburse any respondent for
these costs, regardless of whether the respondent is selected.
1.10 Options and Discretion
Ventura Housing reserves the right, at its sole and absolute discretion, to:
Reject any or all proposals.
Waive informalities or minor irregularities.
Request clarifications or additional information.
Conduct interviews or demonstrations.
Negotiate scope, pricing, or contract terms.
Award all or part of the requested services.
Cancel or reissue this Request for Proposal.
Request additional security-related services if operational needs change during the
contract term.
2. Scope of Services
2.1 General
The selected Contractor shall provide professional, unarmed security services at Valentine
Road Apartments, located at 5818 Valentine Road, Ventura, California 93003, on a twenty-
four (24) hour per day, seven (7) day per week basis, including weekends and holidays.
The Contractor shall furnish all personnel, supervision, uniforms, equipment, communication
devices, and materials necessary to perform the requested services unless otherwise agreed to
in writing by Ventura Housing.
Valentine Road Apartments consists of approximately 134 residential units located within four
residential buildings (Buildings A through D), administrative offices, controlled vehicle access
gates, pedestrian entrances, parking areas, laundry facilities, and other common areas.
The Contractor shall provide a proactive security presence focused on protecting residents,
staff, visitors, contractors, and Ventura Housing property while promoting a safe and respectful
living environment.
Services include, but are not limited to:
Foot patrols throughout the property.
Monitoring common areas and parking lots.
Deterring unauthorized activity.
Trespass enforcement.
Incident response.
