1. GENERAL INFORMATION
1.1 Introduction
Ventura Housing, formerly known as the Housing Authority of the City of San Buenaventura was
established in 1949 to provide safe, quality, and affordable housing for families unable to afford
market-rate housing. Ventura Housing administers its programs locally in compliance with
federal and state laws.
Ventura Housing's mission is to develop and provide quality affordable housing for eligible low-
income residents of Ventura. The organization fosters partnerships to support residents in
achieving personal goals related to literacy, education, health, wellness, job training, and
employment, ultimately promoting economic self-sufficiency and personal growth.
Ventura Housing is responsible for developing and managing low-income rental housing,
implementing financing strategies to promote affordable housing, overseeing public housing
operations and rental assistance programs, administering Section 8 housing vouchers, and
providing community services and housing rehabilitation programs. The agency currently owns
and manages over 1,000 housing units and administers more than 1,500 Section 8 vouchers,
serving both incorporated and unincorporated areas of the City of Ventura.
Ventura Housing's staff brings extensive expertise in real estate development, property
management, housing services, and Section 8 program administration. The organization also
manages financial services, human resources, procurement, facility operations, and risk
management. With a culturally diverse team, Ventura Housing offers bilingual services in
English, Spanish, and other languages as needed.
Ventura Housing is governed by a seven-member Board of Commissioners appointed by the
Ventura City Council. Five members serve four-year terms, while two Resident Commissioners
serve two-year terms. The Board is responsible for establishing policies, long-term goals, and
strategic direction for the organization.
For work planning purposes, please note, Ventura Housing works a 4/10 work schedule
(7:00am- 5:30pm) with Fridays off. Valentine Road has staff that work on Fridays (7:00am-
5:30pm)
1.2 Purpose
Ventura Housing is requesting proposals from qualified firms licensed to provide professional
unarmed security services at Valentine Road Apartments, located at 5818 Valentine Road,
Ventura, California. The selected Contractor shall provide twenty-four (24) hour per day, seven
(7) day per week unarmed security services, including proactive patrols, incident response,
access control, trespass enforcement, documentation, reporting, and coordination with Ventura
Housing staff and local law enforcement. The goal of this procurement is to provide a safe living
environment for residents, visitors, staff, contractors, and the surrounding community through a
highly visible, professional, and proactive security presence.
This Request for Proposals (RFP) is being issued by Ventura Housing on behalf of Valentine
Road, LP, the owner of Valentine Road Apartments. Ventura Housing will administer the
procurement process, including issuance of the RFP, receipt and evaluation of proposals, and
recommendation for award. The successful proposer will be required to enter into a Professional
Services Agreement with Valentine Road, LP. A sample of the anticipated agreement is
included as Exhibit D for reference purposes.
1.3 Overview
Valentine Road Apartments is a 134-unit permanent supportive housing community serving
individuals and families transitioning from homelessness or chronic homelessness. The property
consists of four residential buildings, administrative offices, controlled-access vehicle gates,
pedestrian access points, laundry facilities, parking areas, and outdoor common spaces.
Due to the resident population and operational needs of the property, Ventura Housing is
seeking a security partner that emphasizes proactive patrols, professionalism, communication,
de-escalation, and strong documentation practices. Security personnel are expected to actively
deter unauthorized activity, respond appropriately to incidents, and maintain a visible presence
throughout the property while treating all residents and visitors with dignity and respect.
1.4 Contract Term
The initial contract term shall be one (1) year.
Following contract award, Valentine Road, LP reserves the right, at its sole discretion, to extend
the contract for four (4) additional one-year option periods based upon satisfactory performance,
funding availability, and continued operational need, for a maximum contract term of five (5)
years.
1.5 Technology Requirements
Ventura Housing is seeking a Contractor that utilizes technology to improve communication,
accountability, documentation, and overall security operations. The selected Contractor shall
provide or have access to electronic systems that support timely reporting and operational
transparency.
At a minimum, the Contractor shall:
* Provide a dedicated telephone number for the on duty security officer and an emergency
contact number for supervisory personnel.
* Maintain the ability to communicate with Ventura Housing staff through telephone, text
message, and email.
* Utilize an electronic reporting system capable of documenting daily activity reports,
incident reports, and photographs.
* Provide Ventura Housing with access to electronic reports through a secure online portal
or by another mutually agreed upon electronic method.
* Maintain electronic records of all reports submitted during the contract term.
* Submit daily activity reports for each shift and incident reports for significant events
requiring documentation.
* Include photographs with incident reports whenever practical and appropriate.
* Protect all resident, staff, and agency information in accordance with applicable privacy
laws and industry best practices.
The use of electronic guard tour systems, GPS patrol verification, QR code checkpoints, body-
worn cameras, or similar technologies is encouraged but not required. Contractors should
describe any technology utilized to enhance accountability, reporting, officer safety, and
communication as part of their proposal.
1.6 Performance Expectations
Ventura Housing is seeking a Contractor that provides a proactive, professional, and highly
visible security presence focused on maintaining a safe environment for residents, staff,
contractors, visitors, and the surrounding community.
The Contractor shall demonstrate the ability to:
* Maintain a visible and active presence throughout the property during all assigned shifts.
* Conduct routine foot patrols of all buildings, parking areas, common areas, laundry
facilities, gates, and other assigned locations.
* Deter unauthorized activity through officer presence, professional communication, and
proactive engagement.
* Respond promptly and appropriately to security incidents, disturbances, suspicious
activity, trespassing, and other property-related concerns.
* Utilize sound judgment and de-escalation techniques when interacting with residents,
visitors, and unauthorized individuals.
* Contact law enforcement, fire, or emergency medical services whenever circumstances
warrant.
* Maintain clear, timely, and accurate documentation of all significant activities and
incidents.
* Communicate effectively with Ventura Housing staff regarding incidents, safety
concerns, maintenance issues, and property observations.
* Maintain consistent staffing whenever practical and notify Ventura Housing of planned
personnel changes.
* Demonstrate professionalism, reliability, sound judgment, and excellent customer
service while recognizing the unique needs of a permanent supportive housing
community serving individuals and families experiencing homelessness.
Performance under this contract will be monitored throughout the contract term. Ventura
Housing may evaluate the Contractor based on response times, patrol activity, quality of
documentation, communication, professionalism, reliability, consistency of assigned personnel,
resident and staff interactions, and overall contract performance when considering future
contract extensions.
1.7 Board of Commissioners
Ventura Housing operates under the authority of its Board of Commissioners. The Board is
responsible for the overall governance and oversight of Ventura Housing's activities and
policies.

1.9 Expenses Associated with Submission
All costs related to the preparation and submission of a proposal in response to this RFP shall
be borne solely by the respondent. Ventura Housing will not reimburse any respondent for
these costs, regardless of whether the respondent is selected.
1.10 Options and Discretion
Ventura Housing reserves the right, at its sole and absolute discretion, to:
* Reject any or all proposals.
* Waive informalities or minor irregularities.
* Request clarifications or additional information.
* Conduct interviews or demonstrations.
* Negotiate scope, pricing, or contract terms.
* Award all or part of the requested services.
* Cancel or reissue this Request for Proposal.
* Request additional security-related services if operational needs change during the
contract term.
2. Scope of Services
2.1 General
The selected Contractor shall provide professional, unarmed security services at Valentine
Road Apartments, located at 5818 Valentine Road, Ventura, California 93003, on a twenty-
four (24) hour per day, seven (7) day per week basis, including weekends and holidays.
The Contractor shall furnish all personnel, supervision, uniforms, equipment, communication
devices, and materials necessary to perform the requested services unless otherwise agreed to
in writing by Ventura Housing.
Valentine Road Apartments consists of approximately 134 residential units located within four
residential buildings (Buildings A through D), administrative offices, controlled vehicle access
gates, pedestrian entrances, parking areas, laundry facilities, and other common areas.
The Contractor shall provide a proactive security presence focused on protecting residents,
staff, visitors, contractors, and Ventura Housing property while promoting a safe and respectful
living environment.
Services include, but are not limited to:
* Foot patrols throughout the property.
* Monitoring common areas and parking lots.
* Deterring unauthorized activity.
* Trespass enforcement.
* Incident response.
* Coordination with Ventura Housing staff.
* Coordination with law enforcement and emergency responders.
* Daily Activity Reports.
* Incident Reports.
* Other security-related services requested by Ventura Housing that are consistent with
the scope of this Agreement.
2.2 Patrol Responsibilities
The Contractor shall conduct continuous and proactive foot patrols throughout the property.
Patrol responsibilities shall include, but are not limited to:
* Patrol all residential buildings.
* Patrol administrative office areas (Building A).
* Patrol parking lots and vehicle gates.
* Patrol pedestrian entrances and perimeter fencing.
* Patrol laundry facilities and other common areas.
* Observe for safety hazards, suspicious activity, trespassing, vandalism, theft, illegal
dumping, loitering, and other violations of property rules.
* Check for property damage, lighting outages, maintenance issues, unsecured doors, or
other safety concerns.
* Maintain a highly visible security presence throughout each shift.
Security officers shall not remain stationed in one location for extended periods except when
responding to incidents or as otherwise directed by Ventura Housing.
2.3 Incident Response
The Contractor shall respond promptly to incidents occurring on the property.
Responses may include:
* Trespassing.
* Loitering.
* Disturbances.
* Suspicious persons.
* Suspicious vehicles.
* Property damage.
* Vandalism.
* Illegal activity.
* Medical emergencies.
* Fire alarms.
* Requests for law enforcement assistance.
* Violent behavior or threats
* Significant property damage
* Fire and life safety events
* Criminal activity
Security personnel shall exercise sound judgment and utilize de-escalation techniques
whenever appropriate.
When circumstances warrant, security personnel shall immediately notify the Ventura Police
Department, Fire Department, Emergency Medical Services, or other emergency responders.
Security personnel shall immediately call 9-1-1 whenever they observe or become aware of an
emergency requiring an immediate law enforcement, fire, or medical response. Security
personnel shall not delay contacting emergency services while attempting to first notify Ventura
Housing staff. Following notification of 9-1-1, the Contractor shall promptly notify Ventura
Housing of the incident.
The Contractor shall immediately notify Ventura Housing of any significant incident involving
injury, criminal activity, property damage, threats to staff or residents, or any event likely to
require follow up by Ventura Housing.
2.4 Resident, Visitor, and Staff Interaction
Security personnel shall maintain professional and respectful interactions with all residents,
visitors, contractors, and Ventura Housing staff.
Security officers shall:
* Treat all individuals with dignity and respect.
* Utilize verbal de-escalation whenever practical.
* Enforce property rules in a fair and consistent manner.
* Request unauthorized individuals to leave the property when appropriate.
* Avoid unnecessary confrontation.
* Maintain professional appearance and conduct at all times.
Because Valentine Road Apartments serves individuals and families experiencing
homelessness, officers should demonstrate patience, professionalism, and sound judgment
while maintaining a safe environment.
2.5 Documentation and Reporting
The Contractor shall maintain accurate and complete documentation of security activities.
At a minimum, the Contractor shall provide:
* A Daily Activity Report for each shift.
* Incident Reports for all significant incidents.
* Photographs when appropriate.
* Documentation of police, fire, or EMS responses.
* Documentation of trespass contacts.
* Documentation of property damage.
* Documentation of maintenance or safety concerns observed during patrols.
Incident Reports shall generally be submitted to Ventura Housing within twenty-four (24) hours
of the incident unless immediate notification is required due to the severity of the event.
2.6 Technology and Communication Requirements
The Contractor shall utilize technology that supports communication, accountability, and
documentation.
The Contractor shall:
* Maintain a dedicated telephone number for the on-duty officer.
* Provide supervisory contact information.
* Maintain the ability to communicate by telephone, text message, and email.
* Utilize an electronic reporting system capable of maintaining historical reports.
* Provide Ventura Housing access to reports through an online portal or other mutually
agreed electronic method.
* Maintain secure electronic records throughout the contract term.
Contractors utilizing guard tour systems, GPS patrol verification, electronic checkpoint systems,
or similar technologies are encouraged to describe these capabilities within their proposal.
2.7 Officer Qualifications
All officers assigned under this contract shall:
* Possess a valid California BSIS Guard Card.
* Be employed by a California licensed private patrol operator.
* Successfully complete all required state training.
* Wear professional uniforms displaying company identification.
* Carry a radio, flashlight, and communication device while on duty.
* Demonstrate professional report writing skills.
* Be capable of communicating effectively in English and Spanish
Preference may be given to firms whose officers possess additional experience or training in:
* Affordable housing communities.
* Permanent supportive housing.
* Mental health awareness.
* Crisis intervention.
* Conflict resolution.
* De-escalation techniques.
* Bilingual English/Spanish communication.
2.8 Customer Service and Professional Conduct
Security officers represent both their employer and Ventura Housing while assigned to the
property.
Officers shall:
* Conduct themselves professionally at all times.
* Maintain courteous and respectful interactions.
* Follow all Ventura Housing policies applicable to contractors.
* Maintain confidentiality of resident information.
* Respond promptly to requests from Ventura Housing staff.
* Present a professional appearance at all times.
2.9 Additional Services
Ventura Housing reserves the right to request additional security-related services that are
consistent with the general scope of this Agreement should operational needs change during
the contract term.
Additional services may include, but are not limited to:
* Temporary special event security.
* Increased patrol coverage during emergencies.
* Additional staffing for planned community events.
* Security consultations and crime prevention recommendations.
* Safety assessments.
* Coordination with law enforcement or emergency preparedness activities.
* Other security-related services mutually agreed upon by Ventura Housing and the
Contractor.
Any additional services requested under this section shall be negotiated and authorized in
writing by Ventura Housing prior to commencement of the work.
3. LICENSING, INSURANCE, AND CONTRACT REQUIREMENTS
3.1 Unauthorized Subcontracting
The Contractor shall not assign, transfer, or subcontract any portion of the services under this
contract without prior written approval from Ventura Housing.
This includes, but is not limited to:
* The Contractor shall not subcontract security services without prior written approval.
* All security personnel performing services shall be employees or approved
subcontractors of the Contractor.
* Ventura Housing reserves the right to approve or reject any subcontractor assigned to
the contract.
3.2 Contract Period
The initial contract term shall be for a period of one (1) year, commencing upon execution of the
agreement.
Ventura Housing reserves the right, at its sole discretion, to extend the contract for up to four
(4) additional one-year option periods, for a maximum total term of five (5) years, based on
satisfactory performance and continued need.
The selected Contractor shall:
* Begin services promptly following contract execution.
* Participate in any transition meetings required by Ventura Housing.
* Provide all staffing, equipment, and supervision necessary prior to the contract start
date.
Ventura Housing reserves the right to terminate the contract for cause or convenience in
accordance with the terms outlined in the agreement.
3.3 Licensing, Insurance and Indemnification Requirements
Prior to contract award (but not as part of the proposal submission), the selected Contractor
must provide the following documentation:
1. Workers' Compensation Insurance
* As required by the State of California, with Statutory Limits, and Employer's Liability
Insurance with limit of no less than $1,000,000 per accident for bodily injury or
disease.
2. General Liability Insurance
* Insurance Services Office Form CG 00 01 covering CGL on an "occurrence" basis,
including products and completed operations, property damage, bodily injury and
personal & advertising injury with limits no less than $2,000,000 per occurrence and
$4,000,000 aggregate.
3. Automobile Insurance (if Contractor uses a vehicle to perform the work)
* ISO Form Number CA 00 01 covering any auto (Code 1), or if Contractor has no
owned autos, hired, (Code 8) and non-owned autos (Code 9), with limit no less than
$1,000,000 per accident for bodily injury and property damage. Other Insurance
Provisions
4. Additional Insured Status. The Entity, its officers, officials, employees, and volunteers
are to be covered as additional insureds on the CGL policy with respect to liability arising
out of work or operations performed by or on behalf of the Contractor including materials,
parts, or equipment furnished in connection with such work or operations. Coverage can
be provided in the form of an endorsement to the Contractor's insurance (at least as broad
as ISO Form CG 20 10 11 85 or the addition of both CG 20 10, CG 20 26, CG 20 33, or
CG 20 38; and CG 20 37 if a later edition is used).
5. Primary Coverage. For any claims related to this contract, the Contractor's insurance
coverage shall be primary and non-contributory and at least as broad as ISO CG 20
01 12 19 as respects the Entity, its officers, officials, employees, and volunteers. Any
insurance or self-insurance maintained by the Entity, its officers, officials, employees, or
volunteers shall be excess of the Contractor's insurance and shall not contribute with it.
This requirement shall also apply to any Excess or Umbrella liability policies.
