Brief Description: MnDOT requests letters of interest for assisting MnDOT in developing construction deliverables for its first pilot project using Model as the Legal Document (MALD) for a bridge project. MnDOT plans to produce MALD deliverables for a new bridge project. The bridge is anticipated to be a multi-span, prestressed concrete I-girder bridge over water supported on multi-column or pile bent piers and integral abutments. MnDOT will develop the deliverables in-house and will need assistance from the Contractor with modeling support and guidance throughout the development of the construction deliverables. The goal of this project is to develop construction deliverables using the Industry Foundation Classes (IFC) file format along with typical 2D plan sheet details as necessary for items and details not shown in the 3D model.

1 Project Overview
The State is developing a pilot project utilizing Model as the Legal Document (MALD) for the delivery of a
bridge project. The State will produce the preliminary and final contract deliverables for the project. The
State's intent is to utilize Industry Foundation Classes (IFC) file format for the contract deliverable of modeled
portions of the bridge. The anticipated letting date for the project is September 27, 2028.
The bridge type is anticipated to be a multi-span, prestressed concrete I-girder bridge over water supported
on multi-column or pile bent piers and integral abutments.
The State anticipates using Bentley OpenBridge Modeler along with ProStructures/ProConcrete for
developing the IFC file(s). The State also anticipates using Bentley Infrastructure Cloud for assembling
contractual documents and creating Saved Views. Additional software may be used for modifying IFC files as
necessary.
The State anticipates contractual documents created for the project will be a combination of the IFC file(s)
and standard 2D plan details for items and details not shown in the 3D model.
The State requests a Contractor to provide modeling support and guidance for the first Bridge MALD in the
State of Minnesota.
2 Personnel Requirements
The Contractor's key personnel required to work on this contract include:
* Project Manager
* Model Development Lead
* Training Lead
Contractor's Project Manager will administer and manage delivery of project as described in the scope of
work. Administration includes communication with State, invoicing, supplemental agreements, cost and
schedule updates, billing preparation, and other non-technical work.
Contractor's Model Development Lead will be the technical lead for review of the State's workspace, model,
and other technical requirements as described in this scope of work.
Contractor's Training Lead will lead the training portions of the project.
The Contractor's personnel will provide evidence of experience delivering bridge projects using MALD. Must
provide evidence delivering at least two bridge projects using MALD. The Contractor's personnel must
demonstrate knowledge, use, and experience of using the IFC file format, Bridge Data Dictionary, and
Information Delivery Specification (IDS). It is required that the Contractor's personnel has experience
delivering at least one project using the IFC format of MALD. At a minimum, the IFC model must have been
fully developed with QC/QA complete and ready for signature.

No substitutions of key personnel may be made without the prior written approval of the State Project
Manager. The State will notify the Contractor immediately if there are changes to the State's assigned project
management personnel.
3 Project Management
The point of contact for the State for technical aspects of the project will be the State's Project Manager or
his/her designee. All questions, submissions, and other correspondence must be directed to the State's
Project Manager. The Contractor and the State will exchange contact information for local coordination.
3.1 Project Management Team
The State has established a Project Management Team (PMT) that consists of both Bridge Office and District
staff representing different stages of the bridge process.
The Contractor will be responsible for the effective communication and coordination of the project to ensure
all the project tasks are completed on time, within budget, and in accordance with State and Federal laws,
rules and regulations.
A smaller Bridge Design Team (BDT) will consist of the Bridge Office members of the above PMT.
3.2 Project Meetings
This task includes a kick-off meeting at the Bridge Office in Oakdale, MN. Assume 2.5 hour duration.
The Contractor will attend virtual meetings with the State on an as-needed basis to answer modeling or BIM-
related questions during the Preliminary and Final Design phase of the project. For the work as defined in this
portion of the Contract, assume 6 meetings, 1.5 hours each.
The Contractor will meet with the BDT for a Model Review Meeting to discuss comments to the bridge model
after each model review deliverable as described in the scope below. Assume 2 hours per meeting to be
attended by the Contractor's Project Manager and Model Development Lead.
4 Technology Report
The Contractor will help evaluate software and hardware tools required for the State to produce the IFC
model deliverable and to consume it during construction/inspection. Initial conversation will happen at the
project kick-off meeting. After completion of the meeting, the Contractor will assemble a report
demonstrating software and hardware options and recommendations for software and hardware to be used
in development of contract deliverables and consumption of the contract deliverables by inspection/field
staff during construction. It is expected that the modeling will be completed in OpenBridge Modeler and
ProStructures/ProConcrete and assembled using Bentley Infrastructure Cloud, therefore the report should
focus on any supplemental software requirements and the value they provide to the project. The report must
consider State requirements for contracting with software vendors. Additionally, the report must consider
hardware needs for the recommended software and what, if any, additional hardware procurement will be
necessary by the State. Consider the technology needs for both the design and construction phase of the
project. Include connectivity needs for construction/field staff.

The report is required to be completed within 4 weeks of the Notice to Proceed to allow time for the State to
acquire any additional software required or tools needed.
5 Training
The Contractor will provide training to the State demonstrating development of a MALD. At a minimum, the
training should cover the following topics:
* Preliminary vs. Final Design using Digital Delivery
* File Storage and Structure
* Item Types
* IFC file refinement
* QC/QA procedures
* Use of IDS
* Use of Bridge Data Dictionary
* Lessons learned on past projects
* Best practices
* Construction support
* Contractor accessibility and tools
* Contractor community support
* Construction field staff support
The Training must be completed within 8 weeks of Notice to Proceed. It is assumed the training will consist of
12 hours of training, which will be split into 2 days, and may be held either virtually or in a hybrid
environment.
The Contractor will also assist with providing training to the State's construction staff on use of the model
during construction. This training will be performed upon completion of the model deliverables and prior to
beginning of construction. It is assumed the training will consist of 12 hours of training, which will be split

6 Level of Development (LOD) Workshop
The Contractor will participate in a workshop discussing LOD. The goal of the workshop is to develop a plan
for the level of detail to model each element of the bridge at both Preliminary and Final stages of the project.
The workshop will be scheduled within 6 weeks of Notice to Proceed to ensure Preliminary Design starts with
the appropriate LOD. The workshop is anticipated to be virtual for 4 hours. The State will supply a draft LOD
recommendation to the Contractor prior to the workshop. The Contractor will develop a final
recommendation of LOD for each state of the project as a result of this meeting. The LOD Recommendations
are due one week after the workshop.
7 Software Support
The Contractor will provide technical support answering questions from the State throughout development of
the construction deliverables. The support will be focused on modeling and MALD-related issues as they arise
in the project development. Assume 80 hours of technical support related activities.

The Contractor will remain available to answer questions and provide technical support on MALD-related
issues during the construction phase of the project. Assume 80 hours of construction support related
activities.
8 Workspace Review
The State is working with Bentley to develop a Workspace for 3D digital delivery. The Contractor will review
the Workspace developed by Bentley and MnDOT and provide comments on any recommended changes.
9 Model Review
The Contractor will provide reviews of the IFC file(s) developed as contractual documents. The Contractor will
also provide reviews of model viewer files. The Contractor's review will check completeness of the model,
compliance with IFC and data dictionary, compliance with IDS, and other related tasks. The Contractor is not
expected to check that model complies with the State's design.
The Contractor is not required to review 2D plan content developed. The Contractor is not required to check
the State's design calculations, but that intent of the design is communicated and constructable in the MALD
format.
9.1 Preliminary Models
The Contractor will coordinate the model reviews with the BDT for the following preliminary model
submittals:
1) Draft Preliminary Model
a) This submittal will consist of a draft preliminary model, with the bridge type, size, and location
modeled to the appropriate LOD as determined in the LOD workshop. This will include all
appropriate reports or other model-based elements as determined for the preliminary design
phase deliverable.
b) Review the model to ensure the appropriate LOD for each item as determined in the LOD
Workshop and other model elements (e.g. Item Types, etc.) are appropriately set up for
transferring the model to Final Design.
c) Return comments to the State within 10 working days of receipt of the Model.
2) Final Preliminary Model
a) Review the model for conformance to comments on the Draft Preliminary Model.
b) Return comments to the State within 10 working days of receipt of the Model.
9.2 Final Models
The Contractor will coordinate the model reviews with the BDT for the following final model submittals:
1) 30% Final Model
a) For this submittal, the model will consist of all concrete elements of the final bridge model,
modeled to the LOD as determined at the LOD workshop. Reinforcement may be included in
certain model elements depending on project schedule; however reinforcement is not required
to be reviewed.
b) Review the model to ensure the appropriate LOD for each item as determined in the LOD
Workshop and all model elements (e.g. Item Types, etc.) are appropriately set up and working as
appropriate.

c) Return comments to the State within 15 working days of receipt of the Model.
2) 60% Final Model
a) Review the model for conformance to comments on the 30% Model.
b) Review any changes to the concrete elements were completed appropriately to the correct LOD
and all model elements (e.g. Item Types, etc.) are appropriately set up and working as
appropriate.
c) Review all reinforcement in the model for conformance to the appropriate LOD and all model
elements (e.g. Item Types, etc.) are appropriately set up and working as appropriate.
d) Review all appropriate Model Reports to ensure conformance to the appropriate LOD and
modeling procedures for all elements.
e) Return comments to the State within 20 working days of receipt of the Model.
3) 95% Final Model and Special Provisions
a) This model will be final and ready for certification as MALD, however will be yet unsigned.
b) Review the model for conformance to comments on the 60% Model.
c) Review all appropriate IFC elements for accuracy and appropriateness for use in MALD project
procurement.
d) This submittal will include Special Provisions. The Contractor will review the Special Provisions
related to the use of MALD and any 3D modeling-specific provisions.
e) Return comments to the State within 15 working days of receipt of the Model and Special
Provisions.
4) 100% Final Model and Special Provisions
a) This model will be final and certified by the state's Engineer of Record.
b) Review the model and Special Provisions for conformance to comments on all previous models.
c) Return comments to the State within 10 working days of receipt of the Model and Special
Provisions.
10 Special Provisions
The Contractor will assist the State in developing Special Provisions relating to use of the digital model. The
State will develop and certify all project Special Provisions, but the Provisions will be supplied to the
Contractor for review and comment at the 95% and 100% model submittal stages.
11 Deliverables
The Contractor will submit all deliverables directly to the State's Bridge Office Project Manager.
Contractor deliverables:
1. Software Report - Due date: NTP + 4 weeks
2. LOD Recommendations - Due date: NTP + 6 weeks
3. Training - Anticipated date: NTP + 8 weeks
4. Workspace Comments - Due date: NTP + 3 weeks
5. Draft Preliminary Model Comments - Due Date: January 8, 2027
6. Final Preliminary Model Comments - Due Date: February 26, 2027
7. 30% Final Model Comments - Due Date: June 2, 2027
8. 60% Final Model Comments - Due Date: September 27, 2027
9. 95% Final Model and Special Provisions Comments - Due Date: January 13, 2028
10. 100% Final Model and Special Provisions Comments - Due Date: February 25, 2028
