ITB SPECIFICATIONS & BIDDING INFORMATION
1. ITB Period of No Communication
The "No Communication" period starts on the issue date of this Invitation to Bid (ITB) August
20, 2026, and lasts until the City Council meeting for contract award recommendation (or until
contract award if this isn't required to go before council for approval).
No person or company, their employees, representatives, agents, attorneys, etc. will contact
the City's elected officials or any City staff concerning this ITB.
Contacting anyone other than the Procurement Agent named below for this ITB during this
time will be reason to remove a bid from consideration or review.
2. Procurement Agent, Single Point of Contact
Beth Rucker is the designated Procurement Agent and the sole point of contact for this ITB on
behalf of the City. Bidders must direct all questions and comments exclusively through the

may change this date during the ITB process. We will post any change in an addendum.

I. Review the Bonfire project site after the public bid opening for the Preliminary Bid
Tabulation to be posted with other project files. It will be posted after the City's
administrative review has been completed.
WHAT THE CITY WANTS TO DO
1. Project Background and General Description
The work to be done consists of the furnishing of all materials, labor, and equipment for the
complete construction of FY27 SIDEWALK REPAIR AND REPLACEMENT including but
not limited to the demolition and disposal of existing concrete sidewalk, the construction of
new concrete sidewalk and handicap ramps, and related work to sidewalk repair and
reconstruction. The location of the work is along Westside Parkway, Kimball Bridge Road,
and Clubhouse Drive.
2. Plans and Specifications
The Contractor must comply with all specifications set forth in appendices A through D
which are posted as separate documents titled Appendix A-General Conditions, Appendix
B-Supplemental Conditions, Appendix C-Technical Specifications, and Appendix D-Design
Standards under files on the Bonfire project page.

3. Project Specific Requirements
A. Work Commencement. Contractor shall commence the Work with adequate force and
equipment within ten (10) calendar days from receipt of Notice to Proceed and shall
continuously pursue the work without interruption to completion and to achieve Final
Completion of the Work by one hundred and twenty (120) calendar days from Notice to
Proceed.
B. Work Performance. Contractor shall be responsible for performing with their own
organization at least fifty percent (50%) of the work in this contract. The Contractor shall
not subcontract, transfer, assign, or otherwise dispose of the contract or any portion
thereof, without the written consent of the City.
C. Retainage, Liquidated Damages, & Bonds. Retainage in the amount of 5% of each
progress payment will be applied. Liquidated damages will apply. Prior to commencing
the Work, the Contractor, as principal, and a surety company listed in the Federal Register
and licensed to write surety insurance in the State of Georgia, as surety, must give a
Performance Bond in the amount of one hundred percent (100%) of the price of the
Contract and a Payment (Labor and Material) Bond, in the amount of one hundred percent
(100%) of the price of the Contract.
D. Work Hours. Permitted work hours shall be from 7:00 AM to 7:00 PM Monday through
Friday. Work on Saturday or Sunday is not allowed.
E. The cost of any work performed, materials furnished, services provided, or expenses
incurred, which are not specifically delineated in the contract documents, but which are
incidental to the scope, intent, and completion of the contract, shall be included in the
prices for the various items scheduled.
F. Traffic Control Measures. Contractor shall be responsible for implementing and
maintaining all necessary traffic control measures when working within public right of
way. Contractor shall submit a traffic control plan to the City for approval prior to
commencing any operations at a given location. Traffic can only be impeded between the
hours of 9:00 AM and 4:00 PM. Traffic control is entirely the responsibility of the Bidder
and must comply with Manual on Uniform Traffic Control Devices (MUTCD) standards.
G. Should the Contractor desire to utilize police officers as part of their traffic control, only
City of Alpharetta Police may be so utilized. Contact Sergeant Jabbar Braithwaite (678-
297-6182) with the City of Alpharetta Department of Police.
H. The Contractor's sole point of contact on this project shall be the City's Construction
Manager or their designee. The Contractor shall not contact the Engineer directly without
the prior approval of the City's Construction Manager. Any requirements for submittals,
notifications, etc. to the Engineer called for on the plans or in the project specifications
shall instead be made to the City's Construction Manager.
I. Contractor must reconstruct sidewalks within 48 hours of demolition. If rain is forecast to
occur prior to reconstruction, Contractor shall be responsible for providing adequate
erosion and sedimentation control measures. This includes, but is not necessarily limited
to, temporary stabilization with hay/straw (Ds1), silt fence (Sd1), and inlet protection
(Sd2) as appropriate.

J. Contractor shall have all construction debris removed from area within 48 hours of the
sidewalk being reconstructed. This includes wash out bags, plastic, trash bags, excess
concrete, etc.
K. Contractor must restore the area completely within 2 weeks of sidewalk being
reconstructed. This includes backfilling with soil, installing sod, final cleanup, etc.
L. Root barrier will be required where trees and shrubs are impacting the sidewalk. This will
be determined by a City official.
M. All sidewalks, ADA ramps, and curb and gutter must be constructed according to the
standard plan details that are provided. All truncated dome pads shall be brick red in
color and are required to cover the entire width of the ramp opening.
N. Unit prices for all ADA ramps shall include the demolition and installation of the
adjoining curb and gutter. Removing the curb and leaving the gutter will not be allowed
under any circumstance.
O. Modification to existing concrete islands for an ADA cut through shall be saw cut and
demoed six feet wide. A six-inch header curb shall be poured on either side of the cut
through, allowing for a five-foot-wide walking path. The concrete within the walking path
shall be no less than 4 inches thick. A brick red truncated dome pad shall be installed
anywhere that the cut through meets a roadway.
P. Contractor is responsible for obtaining any utility locates. If any utilities are damaged
during construction, the contractor shall notify the City immediately.
Q. Contractor is responsible for all required testing as set forth in the Technical Specifications
(Appendix C-posted as a separate document). Testing services must be provided by an
independent source. All testing costs shall be incorporated into the unit price for the
associated line items.
R. Line item 23 on the SOI reflects loops that could possibly be impacted during the project.
If the contractor can avoid damage to the loop wires, repairs will not be required. If a loop
is damaged, it is the contractor's responsibility to coordinate the repair.
S. The City intends to award this contract to a single Contractor. Should the bid results
exceed the City's budget for this project, the City reserves the right to eliminate sections
of sidewalk repair from the final scope of work.
4. Public Works Construction
According to Georgia Public Works Law (O.C.G.A. 36-91-1 et seq), public works construction
means the building, altering, repairing, improving, or demolishing of any public structure or
building or other public improvements of any kind to any public real property other than
road construction or the routine operation, repair, or maintenance of existing structures,
buildings, or real property.
A. The work is solely within City-owned right of way or property. No right of way or
easement acquisitions are needed.
B. The Schedule of Items form will be used as the primary representation of each Bidder's
cost/price. The award of this project will be based on bid grand total.

1.2. We are accepting all bids by online response only. You must upload completed bids
and 'Submit' online before the closing date and time found in this document and in
the Project Details of the project web page for this ITB. Any change to the deadline
will only be by publicly posted addendum.
1.3. Don't send bids by mail, fax, or email. We will not accept paper copy bids. We will
not accept any bids after the closing time deadline has passed.
1.4. You have not completed your response simply by uploading bid documents and
information. You must successfully upload all the required documents, including
filling out any questionnaires, price sheets, or data requests, and then you must click
the Submit button before the closing time.
1.5. You will receive an email confirmation receipt with a unique confirmation number
shortly after you complete your bid upload. This confirms that you have successfully
turned in your bid with all required information.
1.6. You can update your bid at any time until the closing time even after Submitting.
1.7. All uploaded items and responses are Sealed in the project web page and will only be
visible by the City after the closing time has passed.

2. Required Bid Document Formats
Each bid must follow these document formats.
* Format your documents using this outline:
no more than 10 (10) pages per bid,
formatted to single or double space lines,

upload Bid documents (except Excel cost sheet or if otherwise directed) in PDF

TECHNICAL BID INFORMATION
A. Cover Letter with Brief Business Profile, length of time in business, and a summary
describing company strong points and why your experience with similar projects
will benefit the City.
B. Business information, including name and home office address. If another office
address oversees work for this project, add that address information too.
C. Contact, one person to be the single point of contact for this bid. All communication
with the City will be with this person. Supply the following contact information in
the bid:
* Name, including business title and preferred personal/honorific title (Mr. Ms.
Dr. etc.)
* mailing address,
* telephone number, cell phone number, and
* e-mail address.
D. Resumes or Statements of Qualifications. Include short resumes or qualifications
for key people that you plan to assign to this project. The information included
should be for work history related to this project. At a minimum, include:
* Employee's name, title, and intended role for this project.
* Employee's work experience and years performing work like this project.
* Employee's qualifications, education, skills, certifications that may apply.
* Employee's length of time with your company.
* Examples of employee's project work that is like our project.

E. References. Supply at least three references for work or services like the project in
this ITB (don't include the City of Alpharetta). These references must be for work

NOTE: We contact references to verify your ability to do the work. We also reserve
the right to use any information or other references to decide your ability to
perform the work in this ITB. Poor references from any source are grounds to
disqualify a bid.
F. Available Resources. Include a list describing the personnel, equipment, materials,
sub-contractors, and any other resources available to you and that may be needed
and used to show your ability to do the work or services as requested in this ITB.
G. Examples of Previous Projects. If it fits the purpose of this ITB, you can use this
section to highlight previous work, services, installations, etc. Keep this section to
projects that are like our request in this ITB. Include no more than six (6) examples.
3. Bid Bond
We require a bid bond equal to 5% of Grand Total bid price as listed in the ITB 27-003 Schedule
of Items. A bid bond form has been supplied as a separate document for you to download
and have completed by your surety. Return the completed bid bond to us as a separate
document. All information must be readable including all seals (ex: Notary Seal).
This is a Pass / Fail. Any bids received without the required Bid Bond will not be considered
and bid pricing will not be called.
4. Schedule of Items, Bid Pricing
We have supplied a separate Schedule of Items (SOI) pricing sheet for you to complete. It is
in Excel format for you to complete and upload with your bid.
5. Required Forms:
We have provided required forms. You must complete these forms and return them to us
with every bid.

C. E-Verify (Affidavit Verifying Contractor Participation in Federal Work Authorization
Program)
All the following must be on the E-verify affidavit.
Federal Work Authorization User Identification Number - this is only five to
eight numbers.
No A, B, C's.
It's different from your Tax ID, Employer Identification, or Social Security
Number.
It won't have a combination of letters and numbers.

signed the form.
Notarized with seal.
E-Verify note: Companies return this form to us incorrectly more often than anything
else we request in our ITBs.
State of Georgia law requires that we have this completed form before we can review a
bid or bid.
A form with errors doesn't fulfill this requirement.
Top mistakes include:
Wrong number or missing information.
Not notarized.
Not signed.
Wrong form returned.
6. Questionnaire
We use a questionnaire to gather important information needed for legal requirements,
your acknowledgements, our bid review, or information needed for writing a contract.
