A - INVITATION TO BID
Competitive sealed bids from General Contractors will be received by the Greene County Board of
Commissioners, Attention: Mr. David Crawley, County Administration Building, 1034 Silver Drive,
Suite 201, Greensboro, GA 30642, not later than 2:00 p.m., locally prevailing time, on September
22, 2026, for the construction of the project entitled "Greene County Senior Center Expansion,
CDBG FY2025".
All bid packages must be clearly marked "BID FOR CONSTRUCTION - GREENE COUNTY SENIOR
CENTER EXPANSION - CDBG FY2025".
At the time and place noted above, the bids will be publicly opened and evaluated without discussions
with bidders. No extensions of the bidding period will be made. Any bids received after the date and
time listed above will not be considered. Faxed and emailed bids will not be considered.
Mandatory Pre-Bid Conference
Prospective bidders are hereby advised that a Mandatory Pre-Bid Conference will be held in the large
meeting room at the County Administration Building, 1034 Silver Drive, Greensboro, GA 30642. on
September 8, 2026, at 11:00 a.m., locally prevailing time.
Bid Documents
Bid Documents and addenda are available in printed form (whole complete sets only) from Print Life
Printing (PLP), 1006 Williams St., Valdosta, GA 31601, telephone No.: 229-244-5598, email:
info@printlifevaldosta.com, for a non-refundable cost of $275.00 dollars per set including regular
ground shipment. Print Life will also forward addenda to each entity that purchases Bid Documents
from Print Life.
Bidders are cautioned that acquisition of Bid Documents through any source other than as described
above is not advisable. Acquisition of Bidding Documents from unauthorized sources places the
bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.
Bid documents, including addenda, may also be obtained (as a courtesy only) by accessing the "Bid
Info" link on the web site of the architect at www.mccallinc.com. Bid documents are available in a
PDF file format and may be downloaded and printed by bidders. Information contained in the Bid
documents on the website of the architect should not be relied upon as accurate or complete for
bidding purposes or as Construction Documents. Any claims made that incomplete documentation
was posted on the website of the architect will NOT be considered as the bidder is responsible for
obtaining an official set of Bid Documents from Print Life Printing as indicated above.
It is the responsibility of each Bidder to obtain and maintain a complete set of all Bid Documents,
including ALL addenda. Bidders shall use complete Bid Documents in preparing bids. Neither the
Owner nor Architect assumes responsibility for errors or misinterpretations resulting from the use of
incomplete Bid Documents.
Any addenda to the Bid Documents issued by the architect will be available from Printlife (for those
who purchase Bid Documents) and on the website of the Architect as referenced above. No requests
for information will be accepted after close of business on September 11, 2026, and no addenda will
be issued after September 17, 2026 at 2:00 p.m.

ALL bidders are responsible to check for any issued addenda to the Bid Documents and to
acknowledge ALL addenda in the Proposal Form, Section B of the Project Manual.
Contractors, subcontractors, and suppliers participating in any of the Work of this Project will secure
Bid Documents for their use, at their own cost, as described above.
A list of contractors and subcontractors who have purchased plans from PLP as described above can
be obtained by contacting PLP as listed above.
Bonds
Bids must be accompanied by a Bid Bond in an amount not less than 5% of the Base Bid. The Bid
Bond shall be issued by a company authorized to do business in the State of Georgia. No other form
of bid security will be accepted.
The successful Contractor will be required to provide both a Performance Bond and a Payment Bond
in an amount equal to 100% of the contract price on a form to be provided in the Project Manual.
Restriction of Communication
Bidders shall not contact anyone with Greene County regarding this project at any time during the
bidding process. All questions are to be directed to the Architect, via email, at johnm@mccallinc.com.
Any breach of this requirement could result in bidder's disqualification.
Affidavits
All contractors must comply with the provisions of O.C.G.A. Sec. 13-10-91, and must register and
participate in the federal work authorization program (E-Verify). Bidders must submit the required
Contractor Affidavit with each copy of the bid package. The successful Contractor will also be
required to furnish a Subcontractor Affidavit for each subcontractor.
Contract, if awarded, will be on a lump sum basis to the lowest responsive and responsible bidder. In
the event of identical low bids from two responsive and responsible bidders, preference would be
given to a properly qualified and documented Section 3 Business Concern, in accordance with
applicable Section 3 requirements. Otherwise, ties will be resolved in accordance with the tie-bid
provisions included in the Proposal Form.
No bid may be withdrawn for a period of days indicated in the Proposal Form, after time has been
called on the date of opening.
The successful Contractor will be required to furnish all services, labor, materials, and equipment
called for by the Bid Documents (referenced herein) for the entire Work, without exception, in
accordance with said documents.
The Owner reserves the right to reject any or all bids and to waive technicalities and informalities.
The Greene County Board of Commissioners is committed to Affirmatively Furthering Fair Housing.
This agreement is for services related to a project that is subject to the Build America, Buy America Act
(BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-

58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials
used in this project must be produced in the United States, as further outlined by the Office of
Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application
of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022.
Mandatory Federal Requirements
A. All contracts are subject to Federal and State contract provisions prescribed by the Georgia
Department of Community Affairs (DCA) and the U.S. Department of Housing and Urban
Development (HUD).
B. This project is covered under the requirements of Section 3 of the HUD Act of 1968, as
amended and Section 3 Business Concerns are encouraged to apply.
C. This project also abides by the following laws as they pertain to HUD Assisted Projects: Title VI
of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act
of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2)
of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation
Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the
Architectural Barriers Act of 1968.
D. Contracts for this project must include but are not limited to provisions for the following
requirements: Equal Employment Opportunity (E.O. 11246) as supplemented by (41 CFR, Part
60); Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented by (23 CFR, Part 3);
Davis- Bacon Act (40 U.S.C. 27ato a-7) as supplemented by (29 CFR, Part 5); Sections 103
and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as
supplemented by (29 CFR, Part 5); Section 306 of the Clean Air Act (42 U.S.C. 1857(h)) or
Section 508 (33 U.S.C. 1368); Debarment and Suspension (Executive Orders 12549 and
12689); Byrd Anti-Lobbying Amendment (31 U.S.C. 1352); Drug-Free Workplace
requirements; Section 6002 of the Solid Waste Disposal Act, as amended.
