Title: Treasury Management System
Addenda: 0
Release Date: 7/26/2026
Due Date: 8/28/2026
The Lea County Board of County Commissioners is requesting proposals from qualified vendors to provide treasury management services . Award will be for a Multi-Term contract for a term of 5 years initially, with the option to renew 5 additional years.
Lea County Currently utilizes the Triadic software system for key Treasurer functions, including Tax Billing and Collections and Cash Receipting. The County has used multiple versions of Triadic, including AS400 and the JWalk Java GUI environment. The County has concerns with its current system's declining functionality and long-term sustainability due to a shrinking customer base and limited modernization.
The Treasurer's office relies heavily on this system to manage tax rolls, process payments, record collections, apply penalties and interest, and produce the Treasurer's Report for bank submission. The office also performs cashiering functions across multiple terminals and must interface with other County systems to import summarized receipts and process payments accurately. These functions require a reliable, secure, and modern platform capable of reducing manual process, eliminating shadow systems, improving accuracy, supporting online taxpayer payments, and allowing the Treasurer's Office to deliver better public-facing services.
Because of these needs and the limitations of the current software, Lea County is seeking a modern, integrated solution that provides strong tax billing, collections, and cashiering capabilities; supports integration with GIS and gateway systems; improves reporting; and ensures long-term viability.
