Summary

Sealed bids will be received for Water Meter Testing & Repairs Project by the City of Brentwood through the City’s e-Procurement Portal, OpenGov Procurement , until 10:00 am , local time, on Thursday, October 30, 2025 , at which time said bids will be publicly opened. Copies of the Request for Bids document may be obtained online at OpenGov Procurement . Completed bid forms may be submitted via certified mail, hand delivered or the preferred electronic method via the online procurement site. The City of Brentwood reserves the right to reject any and/or all bids, to waive any irregularities or informalities in a bid, and to accept any bid, which, in its opinion, may be for the best interest of the City.

Background

The purpose of this solicitation is to receive from qualified contractors, the appropriate information from which the City may evaluate the proposer’s products and services as they pertain to the needs of this project and enter into an annual agreement with a qualified, competent Contractor to aid the Water Services Department in conducting annual testing and repairs of Sensus water meters.

This agreement is for an initial one-year term, with two additional one-year renewals available for three total years of service. The city has approximately 60 meters to be tested annually. The City standardized to Sensus meters but does have some small number of non Sensus products still in service. This contract includes subsequent repairs and retesting of meters may be required based on test results. The quantities in the project's scope of work are the Water Department's best estimates and are solely for providing the proposer with probable quantities to be expected during the contract period. These estimates are not intended to set forth exact minimum or maximum quantities on this contract, but reasonable estimates for purposes of providing the interested solicitor with the requisite information for providing the needed pricing. Note that most meter sites DO NOT have bypass lines so temporary shut off to customer's water service will be required. The Water Department staff will coordinate the scheduling of these shut offs for testing purposes. By submitting a bid the contractor understands that the testing schedule can change weekly and that shutting off a customer's water service without prior scheduling and acknowledgment from the customer will not be possible. Therefore the contractor understands that the number of scheduled tests for any one day, may change and testing is required to be flexible to accommodate customer's requests. Night work and weekend work may be possible if both parties are in agreement; with the understanding that the Water Department must be able to schedule employees to accompany the testing work during these off business hour activities.
