Town of Waynesville, NC
Request for Proposals: Boyd Ave Greenway Connector
I. Background
Waynesville is a vibrant and growing town in the Appalachian Mountains of Western North
Carolina, about 30 miles west of Asheville. The town is approximately 6.9 square miles and has a
population of slightly over 10,000 residents. It is the largest town in Haywood County and the
County seat.
Waynesville is proud of its greenway network and is constantly working to expand it. The Town
has conducted multiple feasibility studies and is included in the Haywood County Greenway Plan.
The Town is currently building a section of its greenway network which will connect Boyd Ave
to Dutch Fisher Ballpark. The property acquisition and engineering have already been completed.
Rough grading and clearing are currently underway. The new section is approximately 1,000 feet
long and will be a 10-foot-wide paved asphalt path which narrows to 8 feet wide in certain sections.
II. Project Description
Waynesville is seeking proposals from qualified firms to pave the new section of the Richland
Creek Greenway, including installing the subbase, paving, fine grading, and completing all
associated site finishing work. The rough clearing, including digging to depth and vegetation
removal, is being handled by the Town's Public Works Department.
The engineered plans that govern the work have been attached to this document. They specify an
8-inch aggregate base with 2-inch asphalt on approximately 75% of the trail, with the other 25%
requiring a 22" aggregate base with 2-inch asphalt. The firm will be required to place and compact
the gravel as well as pour the asphalt. Any final fine grading, including sloping the adjacent dirt
for water runoff, will be expected. The firm is responsible for all gravel, asphalt materials, labor,
and equipment required for paving.
The Town seeks to identify the most qualified and cost-effective firm capable of satisfactorily
completing the work in accordance with the engineered plans and specifications. Proposals should
clearly identify the contractor's total cost to complete the work described. The pricing should
include all labor, materials, equipment, aggregate, asphalt, compaction, and any other costs
necessary to complete the paving and site-finishing work.
The Town will handle all other parts of the project, including bollard installation, concrete
driveway installation along Boyd Avenue, and crosswalk installation on Killian Street.
III. Scope of Work
The firm will meet with staff to review the project's scope and timeline prior to commencement
of work. The firm shall provide all professional services, labor, tools, equipment, and materials
necessary to complete the scope outlined below:
