REQUEST FOR QUOTES (RFQ)
PARKS RESTROOMS, JANITORIAL SERVICES
The City of Owasso (the City) is inviting qualified vendors to submit bids for daily Janitorial Services
at specified park locations within the City of Owasso. Some parks are open seasonally, and others
are open year-round.

SITE INFORMATION:
The City intends to seek an individual or company interested in providing daily Janitorial
Services at all of the following facilities:
1. Redbud Festival Park 109 North Main Street, Owasso, OK 74055
2. Rayola Park 8300 N. Owasso Expressway, Owasso, OK 74055
3. Elm Creek Park 12401 East 77th Pl N, Owasso, OK 74055
4. Skate Park 456 S Main St, Owasso, OK 74055
5. McCarty Park 8200 N 91st E Ave, Owasso, OK 74055
6. Funtastic Island 10320 E 116th St N, Owasso, OK 74055
7. Centennial Park 15301 East 86th St N, Owasso, OK 74055
8. Sports Park South – HH 5K Restroom 10319 E 106th St N, Owasso, OK 74055
SCOPE OF SERVICE:
A. BUILDING SERVICE AREAS
All janitorial closets and storage areas shall be kept in a clean and organized
manner
All equipment shall be wiped down at the end of usage
All janitorial equipment shall be subject to inspection at any time by the City of
Owasso staff
B. BUILDING EXTERIOR AND ENTRANCES - DAILY SERVICES
Pick up trash and/or sweep the sidewalk from the building
Wash door frames
Wipe down all horizontal entrance ledges
Remove gum and other adhesive materials
Wet mop or hose clean to maintain the entrance to clean condition
Sanitize door handles
Empty trash receptacles as needed
Check planted areas around entries for trash and debris
C. RESTROOMS - DAILY SERVICES
Each day, the restrooms should be unlocked within 30 minutes of daylight, no later

than 7:00 a.m., and locked within 30 minutes of dark, no later than 9:00 p.m. The
only exception is Sports Park South when the field lights are on and games are in
progress. On those evenings, restrooms will remain open during games and will be
locked by the Sports User Group at the conclusion of play.
Clean and sanitize restroom washbasins, dispensers, and all stainless steel items
Clean and sanitize drinking fountains
Clean all mirrors and frames
Wet mop all floors with a disinfecting cleaner
Sanitize toilets, urinals, and sanitary napkin receptacles
Wipe down all restroom partitions using a disinfecting cleaner to remove any soiled
surfaces
Damp clean as required, walls, partitions, ledges, sills, and counters
Refill all dispensers (towels, tissue, hand soap)
Gather all waste and place for disposal, as provided by the City
All items that are noted on the facility inspections should be immediately reported to
David Warren by calling (918) 272-4950.
Any needed refills or replacements of City-provided supplies should be reported
immediately to Office Staff by calling (918)376-1516.
On Monday, Wednesday, and Friday each week, the walls, floors, and sidewalks of
the park shelters and spray pad should be hosed off with water.
E. FLOOR MAINTENANCE
Buffing, scrubbing, stripping, and/or refinishing of concrete floors will be done for
proper maintenance and will be done as needed.
Restroom Floors - Machine scrubbed and rinsed monthly. Resealed, if required,
after scrubbing.
F. SUPPLIES
The City of Owasso will provide toilet paper, hand towels, hand soap, and trash bags,
where required. Any needed refills or replacements should be reported immediately to
the Office Staff by calling (918)376-1516.
Contractor will provide all cleaning supplies and equipment for the maintenance and
cleaning of the listed facilities.
CONTRACT TERM:
The following parks will be open seasonally, services should be accomplished daily, starting
April 1, 2026, and ending Monday, November 30, 2026:
• Skate Park 456 S Main St, Owasso, OK 74055
• McCarty Park 8200 N 91st E Ave, Owasso, OK 74055
• Sports Park South – HH 5K Restroom 10319 E 106th St N, Owasso, OK 74055
The following parks will be open year-round, 365 days per year, services should be
accomplished daily, starting April 1, 2026, and ending March 31, 2027:

INSTRUCTIONS TO BIDDERS:
1. All proposals should be sent or delivered to the City of Owasso’s Recreation and
Culture Department – 200 South Main Street, Owasso, Oklahoma, 74055 or via email to
tmushrush@cityofowasso.com
2. All proposals must be clearly marked: RFP – Parks Restrooms Janitorial Services. All
proposals must be received by 5:30 p.m. on Wednesday, February 18, 2026. No
telephone proposals will be accepted.
3. Proposals should be prepared simply and economically, providing straightforward,
concise descriptions of provider capabilities to satisfy the requirements of the request.
4. All proposals must include the following information:
a. The name, local address, and phone number of the organization and/or
individual submitting a proposal for this agreement
b. A complete description of your organization, including qualifications,
experience, and references concerning Janitorial Services
c. Names of the principals of your organization and the résumés of each;
Identify the principal who will be in charge of the janitorial services.
d. Details of the competencies for each item previously identified under
“SCOPE OF SERVICE”, and commentary that evidences the ability to
complete requirements
e. A list of the equipment with a detailed explanation that will be utilized
at each site
f. Proposed Cost for servicing all listed facilities
The City of Owasso reserves the sole right to evaluate the submittal, waive any irregularities
therein, and reject any or all submittals, should it be deemed in its best interest. The response
shall be limited to twenty (20) single-sided pages, not including resumes.
PROPOSAL EVALUATION:
The submittal will be evaluated on the following:
1. Experience, qualifications, and knowledge.
2. Established awareness of the significance placed on involved responsibilities
regarding cleanliness, sanitation, and waste disposal.
3. A recognized understanding of all requirements of operation previously described.
