Description

This is a Notice of Intent (NOI), not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open competition basis with Dataworks Development, Inc., 6608 216th Street, SW, Suite 100, Mountlake Terrace, WA 98043-2084, United States, to procure a Summit Server – Customer Care Program and Account Success Package software renewal.



The National Institute of Allergy and Infectious Diseases' (NIAID), Vaccine Research Center (VRC), was established to facilitate research in vaccine development. The VRC is dedicated to improving global human health through the rigorous pursuit of effective vaccines for human diseases. Within the VRC, the goal of the Vaccine Immunology Program (VIP) is to facilitate the coordinated development and deployment of state-of-the-art technologies and analyses, which can be utilized effectively for vaccine discovery, early development and testing of clinical products.



Project Description:



The Freezerworks Summit Edition Software and related Freezerworks software (collectively “Freezerworks”) created by Dataworks Development Inc. (Dataworks) is currently used in support of ongoing research and testing at the VIP. The VIP provides services to the VRC by supporting the development of monoclonal antibodies and vaccines for infectious diseases such as HIV, Influenza, Ebola and SARS-CoV-2 Coronavirus. Services such as Freezerworks customer care program is needed to maintain access to customer support and access to upgrades for our existing Freezerworks Client Server as additional uses and needs are realized. Dataworks Development is the both the manufacturer and sole distributor of the software. The Freezerworks Summit Edition Client Server Upgrade has been designed for sample management concerning clinical trials specifically and understands the need for quality measurements within the system, is a validated software and will ensure continuous support to providing validated chain of custody, tracking of testing, storage of results and aliquots, which is absolutely essential for Phase 3 trials to be successful.





Dataworks Development, Inc. is the author, exclusive owner, and sole provider of all Freezerworks laboratory database products, including all add-on modules. The software is manufactured and distributed exclusively by Dataworks Development, Inc. Maintenance services for Freezerworks products must be purchased directly from Dataworks since no other vendor can provide the customer care program for the Freezerworks database. Freezerworks does not have any resellers/distributorships or service providers for their software.





Description of the supplies/services to be purchased:




  1. Customer Care Program – Summit Server Our Customer Care Program provides you with one year of unlimited support and access to upgrades, including maintenance and new version releases of your currently owned software edition, Product Code CCP-24SS, Quality 1

  2. Account Success Package – Includes 2 admissions to the Freezerworks Users Education Conference, 2 admissions to a Freezerworks Training Camp, updated IQ/OQ test scripts (must have purchased IQ/OQ scripts prior), and priority response time and upgrade access, Product Code FWKS-ASP, Quality 1

This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government intends to award a purchase order for this requirement after the end of this notice.



While this combined synopsis/solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. Vendors that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement on NOI-NIAID-25-2266761a This notice does not obligate the Government to award a purchase order or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
