CONSTRUCTION CONTRACTS:
Purpose- Special Provisions for Construction and Public Works
Note - Reference Only, See Cited Laws for Specific Requirements
1. A. Performance Bonds- Section 31-5-51 requires bond for faithful
performance in an amount not less than the contract.
B. Payment Bonds- Section 31-5-51 requires bond for each person for labor and
materials used in the job in an amount not less than the contract.
C. Liability Insurance- Section 31-5-51 requires general liability insurance prior to
any state agency contract in excess of $25,000 or governing authority contract in excess
of $25,000, for coverage in an amount not less than $1,000,000.
2. Certificate of Responsibility - Section 31-3-21
Contractors of public projects in excess of $50,000 must have a "Certificate of
Responsibility." All bids for such projects must show the certificate number on the face
of the bid envelope.
3. Professional Engineering and Architectural Services- Section 73-13-45

A licensed engineer or architect is required to prepare the specifications and estimates,
and to supervise the work of public works contracts in excess of $100,000. Such
services are only required for in house public work in excess of $150,000.
4. Bid Bonds
Bid Bonds are not required by law, but may be required by local policy.

ADVERTISEMENT FOR BIDS
Notice is hereby given that sealed bids will be received by the Adams
County Board of Supervisors for the installing, from the lowest and best
bidder, for the Adams County Department of Human Services (DHS), of
12,300 square feet of 24"X24" (17 ounces or greater) carpet tile
commercial grade for high traffic.
Flooring will require the following:
1) Remove and Replace 4" Cove Base.
2) Remove and Replace 4" Cove Inside Corners.
3) Remove and Replace 4" Cove Outside Corners.
4) Any uneven areas will need to be leveled up.
5) All furniture will have to be removed and replaced in proper
location.
6) Approximately 8,000 square feet of carpet will need to be
removed.
7) Color of carpet tile will be determined by Board of Supervisors.

Bids must be received by 10:00 A. M., Tuesday, September 1, 2026 at the
County Administration Building, 314 State Street, Natchez, Mississippi, at
which time bids will be opened.
Bids submitted with qualifications or exceptions will not be considered.
All bids are to be SEALED, PLAINLY ADDRESSED TO THE ADAMS
COUNTY BOARD OF SUPERVISORS, and outside of envelope containing
bids should be marked; "BID ON (# Item Bidding On)".
Bids may be hand delivered to 314 State Street, Natchez, Mississippi or
mailed to the County Administration Building, Natchez, Mississippi 39120.
Bid prices are to be firm and not subject to change during the period
specified above.
The Board of Supervisors reserves the right to waiver informalities and to
reject any and all bids.
