Summary


ODNR Oil & Gas Mill Building Flooring and Drywall Replacement Scope of Work

Contractor shall provide all labor and materials to install new flooring, base molding, and wall covering at the ODNR Oil & Gas Mill Building within Natural Resources Park at the Ohio EXPO Center & Fairgrounds located at 717 E. 17 th Avenue, Columbus, Ohio 43211.  All materials shall be installed per manufacturer’s recommendations. Color samples shall be provided for approval by Owner prior to installation.

Flooring :
  1. Contractor shall be responsible for any and all existing surface preparation in accordance with the manufacturer’s recommendations.  The existing surface is painted plywood.  Use Henry 345 Patch N’ Level or equivalent for leveling compound.  Subfloor must be flat:  3/16” in 10’ or 1/8” in 6’.
  2. Vinyl plank flooring shall be Pro Plus Enhanced HD as manufactured by COREtec a Shaw Industries Group, Inc., style VV492, color “Nicola Oak”.  Vinyl plank shall have a waterproof foamed core with an attached cork underlayment.
  3. Vinyl plank flooring shall be installed in two areas in the Mill building.  The main area is approximately 16’ x 17’ for a total area of 272 square feet.  The storage area is approximately 6’ x 6’ for a total area of 36 square feet.
  4. To minimize shade variation, mix and install flooring from several cartons.
  5. Flooring shall be installed using floating method.  Proper expansion space 1/4” is required. Undercut all doorjambs. Do not fasten wall moldings and/or transition strips to the flooring.
  6. Clean flooring per manufacturer’s requirements after installation.
Door Transition Molding :
  1. Vinyl transition molding shall be installed at all doorway thresholds.  Two doorways are approximately 36” wide.  The third main doorway is approximately 98” wide.  Vinyl transition molding shall be manufactured by COREtec in style and color to match vinyl flooring specified above.
Wall Base and Crown Molding :
  1. Wall base and crown moldings shall be pine wood 1”T x 3”W and finished to match the pine paneling. Wall base molding shall be installed in all areas to receive new flooring, approximately 66’ in main area and 24’ in storage area.  Wall crown molding shall be installed in main area only.
Wall Covering Replacement :
  1. Contractor shall remove and properly dispose of existing wall covering material, which is a wood slat material.
  2. Contractor shall frame around existing pipe stack protruding through wall.  Framing material shall be wood.  Measurements of frame out are approximately 36” x 8” x 8”.
  3. Contractor shall provide any additional blocking as needed to support wall covering per manufacturer’s recommendations.
  4. Wall covering shall be tongue and groove pine paneling.
    1. Square edge with no reveal.
    2. Thickness: 3/4”
    3. Width/Face Coverage:  4-7/8” (referred to as 5”)
    4. Select Wood Grade: No. 1, C&Btr
    5. Texturing: Sanded Smooth
    6. Finish: Water Based Polyurethane in satin
  5. Acclimate wood for a period of 2 weeks in proper storage at the job site.
  6. Install boards horizontally with joints minimized.  Joints shall be minimized, and any joints shall be staggered.
  7. Boards shall be fastened in accordance with the manufacturer’s requirements.
  8. Walls dimensions are 184” x 135” and 204” x 135”.
  9. Existing wood trim around doors and windows is to be replaced with new pine trim 1”T x 3”W. Finished to match the pine paneling.  Total length is approximately 576” for windows and 671” for doors.
  10. Interior corners to be trimmed in pine quarter round and finished to match the pine paneling.  Total length is approximately 540”.
Schedule:

All work shall be completed between August 4, 2025, and October 17, 2025.

Site Visit & Point of Contact:

Site visits are available by appointment only. Please request a site visit 48 hrs in advance of desired date and time. Site visits are available from Monday through Friday, 5/30/2025 through 6/10/2025 between the hours of 12-5pm.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.

Please note the following directions on map to gain access to fairgrounds. There is heavy construction on the grounds. Please take care travelling through the fairgrounds. If employees are working the gates please inform them that you are going to the Natural Resources Park for a site visit. No payment is required for entry.

You will need to access fairgrounds via 17 th avenue, Turn right towards Ohio History Center, Turn left on Velma Avenue and proceed south past Celeste Center to Natural Resources Park.  Park in the area below on the second map. Map of route below.


Evaluation:
The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. All Proposals must be submitted through Ohio Buys. Proposals received outside of Ohio Buys will not be considered.

Contract Award:
The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive
