THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT/RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION.

THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e).

The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business relative to NAICS 334516 with size standards of 1000 employees. Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in U.S Small Business Administration site https://www.sba.gov can perform the project, VA will set aside the underlying solicitation per 38 U.S.C. §8127.Â

Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM, and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

General Requirements:

The Department of Veterans Affairs (VA), VA San Diego Healthcare System, has a need for a Handheld Narcotics Analyzer. The Police Handheld Narcotics Analyzer will be used to scan material evidence of physical drugs through plastic bags or vials.

REQUIREMENTS: The VA San Diego Healthcare System Law Enforcement department is requesting the acquisition of one (1) Handheld Narcotics Analyzer for the purpose of being able to scan material evidence of various physical drugs through plastic bags, vials or other material. The Salient Characteristics must include:

Must be capable of providing rapid, contactless, and reliable identification of narcotics, both illicit & licit, for presumptive testing in the field
Must be capable of mitigating potential exposure to fentanyl and other opioids which can pose great danger(s) to law enforcement as a contactless operating device which requires no direct contact with most substances
Must afford real-time identification of most substances in the field for presumptive evidence testing
Must be capable of comprehensive testing for over 1,200 substances, including narcotics, precursors and cutting agents, including, but not limited to: fentanyl, methamphetamines, cocaine, and emerging threats like carfentanyl, nitrazines and xylaxzine.

Shall have the following approximate dimensions: 6.5 inches x 4.1 inches x 2 inches
Must have a controlled substance, cutting agents & precursors comprehensive library, which is continuously updated with regular emerging narcotic threats as well as regular updates
Shall have the following data export formats: CSV, SPC, PDF, SCZ
Must have a rechargeable internal 3.6V battery (10-hrs battery life, user replaceable, DC wall adapter, 5V@3A output USB-C)
Have the following operating temperatures: -10 degrees Celsius to +50 degrees Celsius (14 degrees Fahrenheit to 122 degrees Fahrenheit)
Must have an English language configuration
Shall have computer administration & downloadable data via Admin software connected via USB-C
Must have support via automated spectral analysis with additional feedback from staff scientists as needed
