Description
The Municipal District of Taber, (hereafter referred to as “The M.D.” or “MD”), is seeking an appropriate and qualified Consultant to complete a feasibility study for a new location and schematic design for the Enchant Wastewater Lagoon.
The current lagoon is operating under Approval No. RS01108, Date Signed October 24, 1994. Requests have been made to discharge the lagoon twice per year, as it has passed 100% capacity and the Hamlet of Enchant is continuing to develop. A capacity assessment was recently performed and will be provided to the successful proponent for information purposes.
Scope of Work
The scope of work for this project includes a complete feasibility study of the following but is not limited to the following:
• Survey of the existing wastewater system for preliminary design.
• Estimated size for a 365-day storage lagoon with future hamlet development being considered.
• Evaluation of proposed location compared to the expansion of the existing lagoon, proposed and existing locations are provided on the map at the end of this document. Gravity fed structure is preferred whenever possible.
• Outline processes required to modify the existing lagoon or remediation that is required once new lagoon is in operation.
• Complete any notifications or approvals necessary to complete the project.
• Discuss whether a new geotechnical investigation will be required for a new location. The MD has geotechnical information from the landfill adjacent to proposed new lagoon location that can be provided for information purposes.
• A complete report of the findings including preliminary design and budget for completion of the recommended processes. Preliminary design should include approximate size and recommendations on how the new lagoon can be connected hydraulically. Budget should include design, tendering and construction in the estimate, with intended construction to begin early 2026.
Unless otherwise specified, the Consultant must supply all materials necessary to complete the Work. A complete job is called for, therefore any labour, material, equipment, tool or incidental item not specifically mentioned, but necessary for completeness will be considered incidental to the Work, and no separate or additional payment will be made.
Unless explicitly stated by the MD, all materials and activities included in the scope of services shall be in accordance with:
Code of Practice for Wastewater Systems using a Wastewater Lagoon
Part A4.1 Operational Requirements
Standard and Guidelines for Municipal Waterworks, Wastewater and Storm Drain Systems
Part 4 Wastewater Systems Guidelines for Design, Operating and Monitoring
and Engineer or Consultant, shall mean the Manager of Utilities (MDT).
All work must be completed before July 31st, 2025.
