Description:
This requirement is for preventative maintenance of EpMotion 5075 instruments at the National Veterinary Services Laboratories (NVSL) in support of the North American Foot and Mouth Disease Vaccine Bank (NAFMDVB) and National Animal Veterinary Vaccines and Countermeasures Bank (NAVVCB) within the Foreign Animal Disease Diagnostic Laboratory (FADDL). The NAFMDVB and NAVVCB are responsible for testing Vaccine Antigen Concentrates (VAC) by various laboratory methods and animal studies as part of United States and North American agricultural defense against potential FMD outbreaks. The NAFMDVB and NAVVCB maintain EpMotion 5075 instruments that are used for routine pipetting tasks in several laboratory assays to assess stockpiled VACs, which ensures high quality FMD vaccines are available for use in an outbreak.
RFO FAR 12.201-1 Simplified procedures will be used for awarding the contract. The anticipated award date is August 17th, 2026.
The intended source for this acquisition is Eppendorf North America Inc., 175 Freshwater Blvd. Enfield, Connecticut 06082.
Eppendorf is the original manufacturer of the EpMotion 5075, the instrument covered under this service requirement. The company uses proprietary parts and software that are not made available to third-party service providers. As a result, no other vendors or technicians are authorized or technically capable of performing maintenance or repairs on this instrument, nor can they obtain the necessary parts to service or replace malfunctioning components.
Because of these restrictions, only Eppendorf can provide qualified technical support, authorized repairs, and genuine replacement parts for the EpMotion 5075. These instruments are highly technical, expensive, and crucial to the operational activities of NAFMDVB and NAVVCB. Improper maintenance or unauthorized repairs would risk equipment failure, work stoppages, and significant additional costs associated with restoring or replacing the instrument.
