Policing Services Consultant

This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for a Policing Services Consultant, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).

The Consultant shall provide all project management, research, stakeholder engagement, analysis, reporting, and presentation services required to complete a Policing Services Review. Deliverables will include the development and execution of the review methodology; stakeholder engagement activities; a preliminary findings report and presentation; a comprehensive final report documenting the analysis, findings, and evaluation of policing service delivery models; a concise executive summary; prioritized recommendations supported by evidence-based analysis; assessment of operational, governance, workforce, risk, and financial implications; high-level transition cost considerations where applicable; and presentations of the findings and recommendations to Administration, the Policing Committee, and City Council.
