Summary

The School District of Greenville County (District) invites interested firms to submit a SEALED PROPOSAL for qualified and experienced Board Certified Behavior Analyst (BCBA) Services to provide specialized behavioral services that support the District’s efforts to enhance student outcomes, ensure compliance with IDEA and Section 504, and equip school staff with evidence-based practices to meet the diverse needs of students with disabilities in accordance with the specifications and terms and conditions of this solicitation. District staff will coordinate these services on an “ as-needed ” basis.

Scope of Services
1. Behavioral Support in Public School Settings:
○ Conduct comprehensive Functional Behavior Assessments (FBAs) in various school environments, ensuring interventions are tailored to the
unique dynamics of public school classrooms.
○ Assist in designing, implementing, and monitoring individualized Behavior Intervention Plans (BIPs) that address student needs while aligning with
District policies and procedures.
○ Collaborate with school personnel to integrate behavior support strategies into general and special education settings effectively.

2. IEP and Section 504 Support:
○ Actively participate in Individualized Education Program (IEP) meetings, including those involving complex or contentious discussions, providing
expert behavioral insights and recommendations.
○ Ensure behavioral goals and supports comply with IDEA and Section 504requirements, reflecting the district’s commitment to equitable and
inclusive education.

3. Collaboration and Teamwork:
○ Work closely with District-level administrators, school principals, teachers, paraprofessionals, and related service providers to create a cohesive and collaborative approach to behavior management.
○ Partner with families to enhance the home-school connection and ensure consistency in behavioral strategies across settings.

○ Provide recommendations and ongoing feedback to school-based teams to address systemic and individual challenges.

4. Staff Training and Professional Development:
○ Design and deliver targeted training sessions to school staff, including teachers, paraprofessionals, and administrators, on behavioral strategies,
data collection, and intervention fidelity.
○ Offer hands-on coaching and modeling in classroom settings to promote the effective implementation of evidence-based practices.
○ Support school teams in building capacity to manage and respond to a range of behavioral challenges independently.

5. Regulatory and Ethical Compliance:
○ Ensure all behavioral services align with federal, state, and District policies, including IDEA, Section 504, and other applicable regulations.
○ Maintain accurate and timely documentation of all services and interventions provided, in accordance with district and regulatory
standards.

6. Crisis and Behavioral Support in Schools:
○ Provide direct crisis intervention and de-escalation support to students and staff as needed.
○ Assist in the development and implementation of proactive strategies to prevent behavioral issues and promote positive school climates.

Minimum Qualifications
1. Certification and Licensure:
○ Must be a Board Certified Behavior Analyst (BCBA) in good standing.
○ Fulfillment of any additional licensure requirements mandated by the District or state.

2. Experience in Public School Settings:
○ A minimum of three (3) years of experience providing BCBA services in public school districts, with demonstrated expertise in supporting students
with disabilities.
○ Proven success in working collaboratively with teachers, administrators, families, and other educational professionals within public school systems.

○ Extensive experience conducting FBAs and writing BIPs specifically within the structure and operational requirements of public school districts.

3. Knowledge and Skills:
○ Comprehensive understanding of IDEA, Section 504, and other laws governing public education and student rights.
○ Expertise in managing the behavioral needs of diverse student populations in inclusive and specialized school settings.
○ Exceptional interpersonal and communication skills to navigate the complexities of public school environments and build strong relationships
with stakeholders.

● A detailed explanation of the proposer’s qualifications, highlighting experience working in public school districts.
● Examples of specific services or interventions implemented in public school settings, including measurable outcomes.
● References from public school districts or educational institutions where similar services were provided.
● Proof of BCBA certification and any other relevant licensure.

Pricing Fees must be provided with the proposal response for services as outlined above.
