Description
Oregon State University intends to contract for the provision of policy research and curriculum development services from Dr. Heather Tallis as a sole source because of the uniqueness (design, capability, nature) of the services and the contractor being the single provider of the services. The provider must have first-hand experience with U.S. federal nature-based policy development, including authorship of the foundational paper on the topic, and leadership or co-leadership in the creation of the policies to be expanded upon. The provider must possess deep expertise in ecological, economic, institutional, and political dimensions of nature-based policy, demonstrated writing and editing skills, and the ability to organize and lead a team of expert contributors. An entity may appeal this determination in accordance with OSU Standard 03-010, Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by July 24, 2025 at 9:00AM PST.
