This is a SOURCES SOUGHT announcement only and responses will be used as a market survey for information and will be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED.



FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests.



The Sources Sought is to determine potential sources, for information, and for planning purposes only.



The purpose of this Sources Sought is to conduct market research to determine what construction cost estimating software and unit pricing guides are available for Government use on its upcoming Job Order Contract (JOC) reacquisition.



The North American Industry Classification System (NAICS) for this procurement is 513210 which has a small business size standard of $47 Million.



Firm's response to this Sources Sought shall answer the 5 questions below. If an answer is Not Applicable, type in the letters NA.

Capability Statement-Interested contractors should demonstrate its product offering’s capabilities to include: ability to “localize” data either through the inclusion of or use of a local area cost factor; compatibility with RSMeans; ability to create line item estimates for a wide range of construction efforts; create demolition line items; create, remove, and replace line items; ability to average line items when there is a min and max; software addresses GFE/M; ability to import and compare proposals to Government estimates and highlight differences; ability to modify entire proposal to update pricing and line item information with one process; ability to alert when a line item was modified; the costs for licenses; how often the database is updated (e.g. monthly, quarterly, annually); the availability of instructor led training for new users; whether the software is locally installed (e.g. installed on user’s computers or an organization’s shared drive) or cloud/web based.

  4. Firm's Size: Large Business, Small Business, and types to include but not limited to: Historically Underutilized Business Zones (HUB-Zone), 8(a) Certified Small Business, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).

The information requested will be used within the Government to facilitate decision making and will not be disclosed outside the agency.
