Grounds Maintenance Services in Support of U.S. Army Reserve Center in Culpeper, VA

This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this Source Sought Notice is to obtain the following information:

(1) The availability and capability of qualified sources;

(2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 561730- Landscaping Services with a small business size standard of $9.5 Million.

Requirement Description:

On behalf of the 99th Readiness Division (RD) the United States Army Contracting Command - New Jersey (ACC-NJ) has a requirement for Grounds Maintenance Services at the Culpeper Minutemen Memorial U.S. Army Reserve Center (USARC) in Culpeper, Virginia 22701 (Facility VA011). Review attached DRAFT Scope of Work and site map for additional requirements information. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.

Submittal Request:

(1) Name of Company; Company Address; Point of Contact, with Name, Phone Number, Email Address, NAICS Code, UEI Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8 (a)/Woman Owned Small Business/etc.).

(2) Contractor acknowledges a clear understanding of all tasks specified in the DRAFT SOW.

(3) Confirms full capabilities of completing the required work specified in the DRAFT SOW.

(4) Capability Statement detailing previous related requirement work (Not to Exceed 2 Pages).

(5) Response via e-mail message is acceptable, please ensure items 1 through 4 are addressed and emailed to nancy.m.zeng.civ@army.mil. Any questions shall be directed to Nancy Zeng, Contract Specialist, via email. Response requested no later than May 22, 2026 1:00 pm EST.

THIS IS A FOLLOW-ON REQUIREMENT, NOT NEW REQUIREMENT. Current Contract No. W15QKN-21-P-5089 and Incumbent Contractor, CURB APPEAL SERVICES INC currently provide service at this location until September 07, 2026. NO MORE QUESTIONS REGARDING THE CURRENT CONTRACT AND INCUMBENT CONTRACTOR WOULD BE ANSWERED BY REQUIRING ACTIVITY.
