The Little Rock School District is soliciting responses from qualified individuals/firms to serve as a Consultant to aid the District in reviewing its facilities master plan and applying to the state of Arkansas academic facilities partnership program in accordance with the enclosed request for qualifications.

Any questions regarding this RFQ are to be submitted in writing via Ion Wave under the questions tab by the deadline, May 25, 2026 10 am

All questions received, and the corresponding answers will be posted publicly for all vendors.
No
verbal responses will be provided.
The district will not respond to questions after this date and time.
ISSUING OFFICE
This proposal is issued by the Procurement Department, Little Rock School District. The Procurement Department is the sole point of contact between the proposer and the District on matters pertaining to the award of any contract resulting from this RFP. Proposers under no circumstances shall contact any other Little Rock School District administrators or staff at any time during this procurement process. Any contact with Little Rock School District administrators or staff could result in your proposal being disqualified.
Proposals will be taken under advisement upon closing, and successful proposers will be notified as soon as an evaluation is completed. As appropriate, the District will negotiate with the acceptable proposers. The complete scope of work is available in the attachment section of this request for qualification.
EVALUATION CRITERIA AND AWARD
Th e contract will be awarded to the contractor who submits the most responsible, responsive offer complying with the instructions specified within. The Owner reserves the right to reject any or all proposals or to waive any formalities or technicalities in any proposal should such be deemed to be in the best interest of the Owner. The proposed costs, fees, or expenses will weigh heavily in the award of any resulting contract but will not necessarily be the determining factor. The District intends to review all written proposals. The District intends to award a single contract for services. The District will utilize, but will not be limited to, the following criteria in reviewing proposals received.
INITIAL SCREENING
A District committee will evaluate all proposals received. An initial review of proposals will be conducted to determine overall responsiveness. LRSD will disqualify any proposal that is determined to be incomplete or non-responsive. After the evaluation committee reviews all of the submitted responses, selected firms MAY be asked to make a formal presentation to thesame or an expandedfinalcommittee. After these presentations, thefinalcommittee will select firm(s) to enter into contract negotiations. If the parties fail to agree on the terms of a contract, theDistrict reserves the right to terminate negotiations and either negotiate with the next qualified firm(s) or issue a new RFP.
ORAL AND/OR WRITTEN PRESENTATIONS If requested, offerers may be required to provide oral and/or written presentations to further explain and clarify their proposal. These presentations or demonstrations, if requested, will be conducted after the opening of proposals and will provide offerers the opportunity to address questions or provide additional details regarding their submission. In addition, LRSD reserves the right to conduct site visits to customer locations where the proposer has previously installed similar systems. The Procurement Department will coordinate the time and location for presentations. If an offerer refuses to honor the request, it will result in the rejection of that offerer’s proposal.
AWARD
The District intends to negotiate and award a single contract to ONE individual/firm.
CONTRACT EXTENSIONS
Any resulting contract from this RFQ may be extended based upon mutual agreement of both parties.
