Description:

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) intends to rehabilitate the Lake Sebago Beach facility and construct new improvements.

Harriman State Park, located in Rockland and Orange counties, is the second-largest park in the parks system, with 31 lakes and reservoirs, 200 miles of hiking trails, two beaches, two public camping areas, a network of group camps, miles of streams and scenic roads, and scores of wildlife species, vistas and vantage points. Harriman State Park's major facilities include Lakes Welch, Sebago, Tiorati and Silvermine, the Anthony Wayne Recreation Area, Sebago Cabins and Beaver Pond Campgrounds.

Lake Sebago is the largest lake in Harriman at 310 acres. The existing facility opened in 1952, which included a bathhouse and large picnicking areas. On prime summer days its patron attendance could exceed 10,000 people.

Following major damage caused by Hurricane Irene in 2011, the site was closed. Since then, it has been used as a staging location for OPRHP maintenance staff, but remains closed to the public.

Request for Qualifications

The OPRHP seeks proposals for Construction Management services at Harriman State Park, Lake Sebago Beach Orange & Rockland Counties, Pomona, New York. Selection will be according to Qualification Based Selection Procedures. This document summarizes the contracting opportunity, the associated construction project, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and task orders will be negotiated after the most qualified firm has been selected. Following notice of the Consultant’s selection, the Consultant shall submit a draft fee schedule within 2 weeks.

Services to be Provided

The Consultant scope of services under this Term Contract may include any or all the following:

Preconstruction Services including but not limited to special emphasis on developing successful bid strategies, contract document review, constructability review, value engineering, cost estimating, supervision of exploratory site investigation, participation in an in-depth pull-plan schedule review, and code compliance review. The selected construction manager may also be required to review a PLA feasibility study, prepare a Project Labor Agreement (PLA) and execute a PLA for a single prime contract. Additional services may include retaining an arborist firm to do work prior to construction, geotechnical engineer, and other similar services.

Bid Phase Services including, but not limited to, participating in pre-bid and pre-construction meetings, attendance in producing a construction duration and milestones for inclusion in the bid package, provide outreach to potential plan-holders, assisting Owner with RFI responses and addenda, and assisting Owner with bid evaluations.

Construction Phase Services including but not limited to management of the construction project, maintaining project budgets and schedules, managing submittals, managing project safety, record-keeping, reviewing payment applications, managing RFIs, and inspection services. A cloud-based construction management software platform shall be procured, which shall provide access to all contractors, owners, and consultants. The project will be bid out as a single prime low bid project if a PLA is pursued, otherwise it will be a multiple prime Wicks project. The CM will be required to provide close coordination and quality control of the work. Close attention must be paid to the sequencing of all work to ensure meeting milestone(s) and opening date. The CM will be required to coordinate and supervise construction of a new restroom building, renovation of an existing historic bathhouse, renovation of an existing restroom, major reconstruction of an existing wastewater treatment plant, PV panels, construct roadway, tree removals & protections, landscape improvements, playgrounds, daylighting of existing underground stormwater conveyance culverts, parking pay system, EV charging, ADA and other paths, parking lot construction, bioswale installation, electrical & communication utility service & corridor improvements, swimming beach restoration, new vehicular entry bridge and new pedestrian trail bridge, and a force main sewer & pump house and septic systems.

Certified wildlife monitor: Consultant shall procure the services of a certified rattlesnake monitor for use in certain areas of the project site.

Telecommunications: The project site currently has very limited cellular connectivity. The Consultant shall procure a temporary communications service that shall allow internet/calling connectivity, potentially utilizing satellite data services.

Post-Construction Phase Services including but not limited to project close-out, claims negotiation, and settlement.

The services summarized above will be performed specifically in association with the construction of Lake Sebago Beach at Harriman State Park. Project information and sample activities are provided in more detail below.

Construction Cost: $55,000,000.00 (approximately)

  • 13,300SF Bathhouse Facility
  • 500SF Public Restroom

New construction:

  • 1,500SF Public Restroom
  • 2,200SF Maintenance Building
  • 600SF Wastewater Treatment Building
    • Multiple wastewater system tanks & related piping

Approximate Site Area: 60 acres

Required Utilities: Underground/overhead electric, water connections, sanitary force mains to wastewater treatment plant, IT communications.

Other: The project includes permits related to wastewater and wetlands.

Project Narrative

OPRHP is undertaking major site enhancements at Lake Sebago Beach within Harriman State Park. The project will rehabilitate the existing public swimming facility and provide numerous enhancements:

  1. Road repair and restriping of access roads
  2. Reconstruction of existing parking lot areas
  3. Pedestrian sidewalk replacement and new accessible trail construction
  4. Renovation of a historic bathhouse with upgrading facilities including, restrooms, administrative offices, concessionaire areas, and maintenance spaces
  5. Construction of new public restroom and renovation of existing restroom
  6. Restoration and improvements to the swimming beach
  7. Installation of force main, pumps and a new wastewater treatment plant
  8. Installation of PV panels
  9. Expansion of existing utilities and various upgrades
  10. Landscape construction including daylighting of an underground stormwater conveyance system. Scope includes filling and abandoning existing drainage pipes that connect the existing dam to the lake. A new engineered steam will be constructed to convey stormwater from the existing dam to the lake.
  11. Fabrication and installation of pay booth, pay arm gate system, EV stations, telecom systems
  12. Site improvements and amenities – site furnishings and lighting, wayfinding and informational signage
  13. Construction of playgrounds (scope is potential add alternate)

Design Phase:

  • Potential PLA
  • Design review for constructability
  • Review Cost Estimates and provide an independent cost estimate
  • Pull-planworkshop to determine the construction schedule and milestones.
  • Code compliance subconsultant

Construction Phase:

  • Site Protection: Installation of construction fencing, soil erosion control, review tree protection, historic feature protection and interior building protections.
  • Landscape: Tree & plantings care, cutting, trimming, and planting.
  • Earthwork: Grading & excavation for landscape features, roads, trails, utilities, and underground infrastructure.
  • Site utility infrastructure (storm water management, electric, telecom, data, force main sanitary system, water and electrical connection, wastewater treatment plant).
  • Construct new entrance road, trails, ADA walkways, parking areas and plaza spaces, paid parking control systems.
  • Installation of new landscape plantings, site furnishings, lighting and accessible routes and related pathways.
  • Permits for project will be secured by OPRHP
  • Secure and administer all third-party inspections.
  • Site investigations as needed.
  • Provide job trailer & related temporary utility connections
  • Rattlesnake monitor services
