1. Intent of Notice



The 416th Supply Chain Management Squadron (SCMS) is conducting market research to identify sources capable of resolving a critical manufacturing and material shortage for the **Instrument Unit A Subassembly (P/N: 2216901-005)**. This component is essential for F-16 avionics testing. This notice constitutes market research to assess industry capabilities and does not constitute a request for proposal (RFP).The 416th Supply Chain Management Squadron (SCMS) is conducting market research to identify sources capable of resolving a critical manufacturing and material shortage for the Instrument Unit A Subassembly (P/N: 2216901-005). 2. Mission Objective



The Avionics Intermediate Shop (AIS) test systems are critical for diagnosing and repairing F-16 fighter jet components, ensuring fleet readiness. A vital component, the Instrument Unit A Subassembly, is currently obsolete and difficult to procure.



The Mission Need: The 416th SCMS requires a modern, sustainable replacement for this subassembly to maintain operational readiness and mission capability for the USAF and Foreign Military Sales (FMS) F-16 fleets.





3. Key Technical Outcomes



The 416th SCMS is seeking **outcomes** rather than prescriptive design specifications. Capability statements must address how the respondent will achieve the following:




  • Form-Fit-Function (FFF) Replacement: Delivery of a solution that serves as a drop-in replacement for the original unit (P/N: 2216901-005) without requiring modifications to the existing test station chassis or connections.

  • Full System Integration: Seamless integration of the new subassembly with all existing VXI-IAIS hardware and software, sustaining 100% of the original testing capability.

  • Configuration Management Compliance: Delivery of the solution in a manner that adheres to all USAF configuration and data management requirements to guarantee long-term supportability.





4. Submission Instructions



Interested parties must submit responses via email. Capability statements must include:




  • Company Information: Company Name, Point of Contact, UEI, and CAGE Code.

  • Business Size: The respondent's size status under NAICS code 541330 ($25.5M size standard).

  • Past Performance: A description of similar engineering or obsolescence projects executed for government or commercial customers within the preceding three years.

  • Acquisition Approach: The intended role (prime or subcontractor) and any anticipated teaming arrangements, specifying the intended workshare for each partner.

  • Certifications: Any relevant quality certifications held by the respondent (e.g., ISO-9001, AS-9100).
