Summary

The City of West Sacramento is accepting sealed responses for CFD Sidewalk Replacement 2026 to be received no later than Friday, September 4, 2026 at 2:00 pm.

The Project consists of the removal and replacement of damaged 4-inch PCC sidewalk panels at the locations identified in the Cost Table, within various Community Facilities Districts (CFDs), including sawcutting, removal and legal disposal of existing panels, subgrade preparation, aggregate base, PCC sidewalk replacement, and root barrier and driveway crossing reconstruction where applicable, complete and in place. Work is paid on a per-square-foot unit price basis.

The bid specifications, including instructions on how to bid, standards for a responsive bid, and project specifications, are attached hereto in Attachments and incorporated herein by reference as if set forth in full.

In the event of a conflict between these specifications, Standard Specifications, Standard Details, or the plans/attachments, the most stringent requirement shall govern unless otherwise directed in writing by the City.



Background

The CFD Sidewalk Replacement 2026 Project addresses damaged public sidewalks within the City's Community Facilities Districts, primarily where street tree roots have displaced or cracked adjacent PCC panels. The affected panels present trip hazards and accessibility barriers along pedestrian routes serving residential neighborhoods.

Work consists of removal and replacement of 4-inch PCC sidewalk panels per Standard Detail 202, with root barrier installation per Standard Detail 701 and driveway crossing reconstruction per Standard Detail 205 where applicable. All locations and corresponding square footages are identified in the Cost Table. Dimensions and photographs are provided for bidding only; field verification is required prior to bid submittal.

All work shall conform to the City of West Sacramento Standard Specifications and Standard Details, including Section 11 and Standard Details 202, 205, and 701.

Contractors shall anticipate sawcutting and legal disposal of existing panels; subgrade preparation and Class II aggregate base; root pruning and root barrier installation where roots are encountered; concrete placement, finishing, and curing; utility notification and location (USA North 811 / Government Code §4216); traffic and pedestrian control; protection of adjacent private property and improvements; and site restoration and cleanup.

The Work is divided into phases by Community Facilities District (CFD). Each CFD, or group of CFDs, is authorized only by separate written Notice to Proceed issued by the City. The City does not guarantee any minimum quantity, number of locations, or dollar value of Work beyond the CFD(s) authorized. Continuation to additional CFDs is contingent upon satisfactory performance and is not a matter of right.

Most locations abut private residences and require coordination with residents and close field coordination with the City Project Manager. The City reserves the right to reprioritize, add, remove, or defer locations based on funding availability, inspection findings, or operational needs.
