The action being approved is an exception to fair opportunity requirements to award a task order under the EPA Remedial Action Framework Design and Engineering Services (ESO) IDIQ. This exception justifies and authorizes the award of a task order to TECHLAW CONSULTANTS’ INC (RAF-ESO,CLIN368HE0118D0010,) without providing a fair opportunity to other RAF-DES IDIQ contract holders under the Environmental Services and Operations (ESO) IDIQ. The task order award to TECHLAW CONSULTANTS INC will provide continued expert technical assistance support for the oversight of CERCLA remedial cleanup activities at the Laboratory for Energy-Related Health Research (LEHR), in accordance with the 1994 Federal Facility Agreement (FFA).
