Utilizing statutory authority available to Contracting Officers under FAR 19.406 and VAAR 819.7009, The Department of Veterans Affairs, Charlie Norwood VA Medical Center located at 950 15th Street, Augusta, Georgia 30904-2608 intends to make a direct award to Veterans Healthcare Supply Solutions, Inc. located at 2615 Port Industrial Drive, Suite 405, Jacksonville, FL 32226 to establish a new Indefinite Delivery Indefinite Quantity (IDIQ) contract to replace existing IDIQ 36CD24721D0066 Delivery Order 36C24721N0436 which expires on August 16, 2025. The IDIQ is for support of the ManoScan AR High Resolution Manometry Catheters & Probe for the Gastroenterology Lab. The item includes a probe capable of identifying 256 points of measurement generated by 16 axial x 16 circumferential sensors, providing the highest resolution of any available manometry system; eliminates patient involuntary squeeze artifact and the need for catheter repositioning. A Justification for Other than Full and Open Competition (JOFOC) has been prepared; a redacted copy is included in the text below. The NAICS code utilized for this procurement is 339113 with a Small Business Size Standard of 800 Employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than June 3, 2025, at 10 AM EST. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Rudy.Cortinez@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Atlanta VA medical center is requesting the ManoScan AR 3D Probe ESO Z for their Gastroenterology Lab. The ManoScan is the current system in use in GI Lab, the compatible, reusable catheters and probes to this system must be replaced periodically. The estimated purchase price is XXXXXXXXX. Period of Performance will be from August 17, 2025, to August 16, 2026.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The ManoScan AR 3D Probe offers a high-resolution, 3-dimensional view of anal sphincter function, providing a detailed physiological map with 256 measurement points. It utilizes a 16x16 grid of sensors to capture spatiotemporal pressure data, allowing for visualization of anorectal events during various maneuvers. This probe enables clinicians to assess anorectal function, visualize symmetry, and identify patients who may benefit from biofeedback therapy. Monoscan Systems are proprietary and require catheters and probes manufactured by Medtronic. There are no compatible brands produced by manufacturers located in the United States to select from in the open market based on past and present market research efforts conducted. Medtronic utilizes one (1) authorized reseller for these products, VHSS; VHSS is an SDVOSB.

Description of market research conducted and results or statement why it was not conducted: The Atlanta VA Medical Center currently has an IDIQ in place for these supplies, specifically 36C24721D0066, 36C24723N0573, which the period of performance end date is 8/16/2025. This requirement is for a replacement contract to include a one (1) year period of performance starting on 8/17/2025 and effective through 8/16/2026.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. A price reasonableness determination will be made prior to award using available contract history and/or comparison to the IGCE
