Scratch-Off Lottery Ticket Products and Services

* Amendment 3, resulting in Round 4, is issued to extend the Closing Date to 5/1/25 and correct the time for the Inquiry End Date to 8AM, Columbus, Ohio local time.

Additionally, this amendment is issued to add additional requirements to Part 1 – Scope of Work, including Sections F and G, and to add Exhibit 5, MUSL Rule 2 and Addendum.

This amendment is also issued to update the requirement for Part 2 – Contract-Specific Terms and Conditions, Section D, 6b, Performance Bond; to add requirements to Part 2 – Contract-Specific Terms and Conditions, Section G, Liquidated Damages; and to add Part 2 – Contract-Specific Terms and Conditions, Section I, Additional State Audit Requirements.

This amendment also includes renumbering of sections where additional requirements were added and an update to the total number of pages.
* Amendment 2, resulting in Round 3, is issued to update the number of pages allowed for the Offeror’s Capabilities narrative, as described on Page 16, and is issued to update Page 23 to remove xix. The standards of material information as required by this RFP.  Additionally, this amendment is issued to update references to specific sections on Pages 27 and 36.

*This amendment, resulting in Round 2, is issued to upload a corrected SRC0000027289 Part 5 - Cost Proposal document.  Please discard the previously downloaded version and utilized the version attached to this Round 2.

The purpose of this RFP is to solicit proposals from Offerors to provide scratch-off ticket products and related services for the Ohio Lottery Commission (Agency).

The Agency desires to obtain one or more Contractor(s) to provide the expertise, services and supplies necessary to assist the Agency in the design and implementation of the scratch-off product line, marketing services and expertise to develop innovative and creative products, research services, related licensing agreements, delivery services to a designated warehouse, portfolio management, warehouse, inside sales and distribution that meets the requirements of and for the benefit of the Agency.
