Oakbourne Mansion Parking Upgrades

Project Description: Sealed bids will be received electronically through PennBidTM by Westtown Township for the Oakbourne Mansion Parking and Lighting Upgrades, until 10:00 AM, prevailing time, on the 1st day of July 2026 at which time they will be opened and the bid results posted.
All documents and solicitation details are available online anytime at no cost at PennBidTM (www.pennbid.bonfirehub.com). The successful bidder who is awarded the contract, will be required to pay “PennBID” a fee of 1/3% or a minimum $150 of the contract award value.
Each bid must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same. Performance and Payment bonds or certified check in the amount of 100% of the contract shall be furnished by the successful bidder within 20 days after the contract is awarded.
This project involves the resurfacing of an existing paved asphalt parking lot, new parking lot lighting, and other related improvements at the Oakbourne Mansion located at 1014 South Concord Road in Westtown Township. Work will include site preparation, asphalt paving, concrete curbing, site lighting, and appurtenant work. All site work with the exception of lighting and electrical must be completed by October 2, 2026.
Questions may be asked through the PennBID system. The final date to submit questions is 5:00 pm June 26, 2026.
Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.
The Owners reserve the right to waive any informalities, or to reject any or all bids.
