Defense Health Agency (DHA) – Domain and Directory Services Branch (DDSB) Operations and Sustainment Information Technology (IT) Services Request for Information (RFI)



The Infrastructure and Operations Division (I&O), DDSB of DHA is issuing this Request For Information (RFI) as a means of identifying resources and capabilities to provide multiple Operations and Sustainment IT services.



BACKGROUND AND OBJECTIVE



The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency enabling the Army, Navy, and Air Force Medical Departments to provide a medically ready force and a ready medical force to Combatant Commands in both peacetime and wartime. The DHA administers the TRICARE Health Plan providing worldwide medical, dental, and pharmacy programs to more than 9.4 million uniformed Service members, retirees, and their families. The DHA also manages the Military Health System (MHS), a global, comprehensive, integrated system that includes combat medical services, peacetime health care delivery, public health services, medical education and training, and medical research and development. The MHS currently includes 55 military hospitals, 373 military medical clinics and 245 dental clinics.



The DHA, Infrastructure and Operations Division (IOD), Domain and Directory Services Branch (DDSB) is chartered to operate and sustain the Information Technology (IT) footprint and environments for the medical activities, Other Lines of Business (for example, research), and some Veteran Administration activities. The stakeholder customer base supported by DDSB extends to Army, Navy, and Air Force medical entities worldwide. The medical Joint Active Directory domain is the on-premises environment leveraging Identity and Access Management system. There is a cloud environment called MED365 for @health.mil applications and services which leverages Identity, Credential, and Access Management. There are environments or areas for testing activities. These environments consist of approximately: 3,000 physical and virtual servers, 250 sites located around the world, 250,000 end user devices, and 200,000 users. Note that design elements, product lines, nomenclature, and tools are subject to modernization and change.



The DDSB requirements will be performance-based and will require the contractor to provide IT Architectural, Engineering, and expert technical services to all DHA environments. In addition, support shall consist of those activities required to maintain existing and future applications, functions, and services.



The Government contemplates soliciting these requirements as a Small Business Set Aside (SBSA) using the General Services Administration (GSA) Multiple Award Schedule Health IT Services Special Item Number. However, to maximize teaming, responses will be accepted for this notice from other than Small Businesses or GSA contract holders. The Government contemplates fulfilling these requirements using a Firm-Fixed Price contract type for a total of 66 months, with the use of Options, i.e., 12-month base, 4 12-month Options, and 6-month Option under Federal Acquisition Regulation 52.217-8. The Government projects soliciting using a Best Value tradeoff process with a solicitation release in Quarter 3 of Fiscal Year 2025.



INSTRUCTIONS TO COMPANIES



At this time, the Government is requesting comments or questions in its draft Performance Work Statement (PWS) for these requirements along with the draft PWS Attachments 1- 2, 6, and 11, draft Instructions to Offerors, draft Basis of Award, and draft solicitation Attachments 1-3. No other documents are available for review and response at this time and no other comments or questions will be entertained. The Government may provide posed comments and questions, on a non-attribution basis, along with Government response in a subsequent notice. Responses shall be submitted on the Government-provided “SOL Attachment1 – DDSB Questions Matrix.”



Responses to this notice must be received by 13 JUNE 2025 2:00 PM CDT (local time in San Antonio, Texas). All responses must be attached and emailed to the Contracting Officer, Stephani Preusser (stephani.n.preusser.civ@health.mil), and the Contract Specialist, Dawn Windham (dawn.d.windham.ctr@health.mil). The Subject line of the email must read “(Type Here Business Name) – Response to RFI DHA - Domain and Directory Services Branch (DDSB) Operations and Sustainment”. Emails greater than 20MB cannot be transmitted through the network firewall.

The Government reserves the right to use results of the communications with industry for any purpose consistent with, and not otherwise prohibited by FAR Part 10.



Submission of any information in response to this notice is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued.



No proprietary, classified, confidential or sensitive information should be included in your response. Industry responses will be shared with DHA staff for the purpose of market research. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
