This is not a request for proposals. This presolicitation/synopsis is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1), requiring the dissemination of information regarding proposed contract actions and FAR 5.205(f) requiring dissemination of pre-solicitation notices. The United States Coast Guard (USCG) has a requirement rapid development and deployment of a modern, efficient, effective, and affordable IT solution to support the USCG statutory responsibility to issue Merchant Mariner Credentials and Vessel Documentation. The new solution will provide increased automation, improve data validation, decrease processing time, improve transparency, improve trust, allow easy updates to workflows, and improve overall customer experience. The USCG intends to award a single award Blanket Purchase Agreement (BPA) under GSA MAS SIN 518210C. It is anticipated that calls will be awarded as Firm Fixed Price.
The solicitation will be issued as a competitive total 8(a) set-aside under The North American Industry Classification System (NAICS) code 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) and its size standard is $40 million. No questions or comments will be accepted by USCG concerning this notification. This pre-solicitation is being issued for informational purposes only. USCG expects to release a solicitation for this requirement on or about December 13, 2024.
